Statement of Work and Specifications for
Installation of a Basement Waterproofing System
At U.S. Coast Guard Station Sturgeon Bay Canal Sturgeon Bay, WI.
03 December 2020

1. SCOPE: Contractor shall supply all supervision, labor, machinery, equipment, and materials for installation of a basement waterproofing system in Station Sturgeon Bay Canal main station building.
2. GOVERNMENT FACILITIES AND UTILITIES: Electrical power of 120v and water are available on the site. The Contractor will be permitted to utilize these utilities in performing the work, provided that the existing systems are not overloaded. Telephone services will not be available for use by the contractor.
3. ONSITE TECHNICAL REPRESENTATIVE: The Onsite Technical Representative (OTR) will be MKC Ryan Sargent (920) 883-6130. OTR Alternate will be MK1 James Oates (920)-743-3367.
4. MATERIALS AND LOCATIONS:
a. Materials shall be delivered to the jobsite in their original unopened packages, clearly marked with the manufacturer’s name, brand name, and description of contents. Storage shall be in accordance with manufacturer’s recommendations in a clean, dry, well-ventilated area. Stored materials shall be protected from sunlight, and kept away from excessive heat. The contractor shall not store any highly flammable materials in the work area. Sufficient area for staging is available on site; storage areas will be pre-approved by the OTR. Special precautions shall be taken to ensure construction materials and debris does not enter the water.
b. The Contractor is required to comply with local VOC laws and regulations. All applicable Safety Data Sheets shall be available upon request.
5. SCHEDULE OF WORK: Completion of work shall be accomplished within 30 calendar days from acceptance of submittals. The Contractor shall have the normal base work hours of Monday through Friday 7:00 am to 4:00 pm, but the contractor is not limited to these hours. If the contractor is going to work outside normal working hours, permission must be obtained from the OTR.
6. EXISTING CONDITIONS: The contractor shall satisfy themselves as to the existing conditions and the work to be performed. The contractor shall verify all dimensions prior to ordering materials and commencement of work. A site visit should be arranged with the OTR.
7. LIABILITY OF CONTRACTOR: Any damage to government property caused by the contractor shall be repaired or replaced by the contractor at no cost to the government. The contractor shall not disconnect any service without approval from the OTR.
8. INSPECTION AND ACCEPTANCE: The OTR will accomplish inspection and acceptance of work.
8. LABOR LAWS: The Davis-Bacon Act applies to the procurement.
9. SAFETY: The Contractor is solely responsible for work site safety. The Contractor shall implement a safety program that protects the lives and health of personnel in the construction area, prevents damage to property, and avoids work interruptions. To accomplish this end, the Contractor shall provide appropriate safety barricades, fall protection, signs, signal lights, etc. as well as complying with the requirements of all Federal, State and Local safety laws, rules and regulations.
10. SITE RESTORATION & CLEAN UP: The work site shall be cleaned up at the completion of each workday. Contractor shall take special care to contain dust while working. Upon completion of the job, the Contractor shall clean up the job site, returning it to a state of cleanliness equal to or exceeding that in which it was found. The Contractor shall properly dispose of any trash, extra materials, dirt, debris, or other litter that remains. There will be no final acceptance of the contract until (OTR) approves the appearance of the job site.
11. GOVERNMENT FACILITIES AND REGULATIONS: The Contractor, their employees, and any sub-contractors shall become familiar with and obey all Base/ Unit regulations. All personnel employed on the project shall keep within the limits of the work area, and shall not enter any other area outside of the work site unless to do so in the performance of their duties. There shall be No Smoking in any Coast Guard Building.
12. SUBMITTALS: The following list of submittals required for approval, defines the specific minimum requirements for this contract. The Contractor shall submit the submittals 5 days prior to the commencement of work and must obtain approval from the US Coast Guard. A “Catalog Cut” shall be submitted for each of these items, which will include the manufacturer’s description, specifications, and sketches of the material being used. The catalog cut shall contain sufficient information that can be used to determine compliance of the material with these specifications and referenced specifications.
13. GENERAL TECHNICAL REQUIREMENTS
1. The contractor shall provide all supplies, material, labor and overhead for the installation of a complete basement waterproofing system as required to mitigate water intrusion in one commercial building.
2. All work shall be performed in accordance with applicable federal, state and local laws and regulations.
3. The contractor shall completely deodorize basement to the satisfaction of the OTR.
4. The contractor shall install trenching and subsoil drainage system where necessary.
5. The contractor shall caulk basement windows, seal outside coves and seal foundation and cracks where required.
6. The contractor shall install a minimum of 02 backup sump pumps.
7. The contractor shall install top cove plate where necessary.
8. The contractor shall install a filtered subfloor system.
9. The contractor shall install a minimum of 02 submersible pressure relief systems to lower the water beneath the floor.
10. The installation shall include all related electrical work and connections for pumps or any other component of the system requiring electricity. All electrical work shall be performed by a licensed electrician and shall comply with all applicable electrical codes.
11. The contractor shall provide maintenance and operating instructions for the systems (i.e. instructions and schedule for replacing filters or maintaining pumps, etc. as applicable).
12. Warranty: The contractor shall provide a warranty covering the equipment and workmanship for a period of 01 year from the date of installation. The contractor shall agree to service the seepage of water through the sub-soil masonry walls and floor for the serviced area for a period of 01 year. Any additional work required to correct deficiencies or reduce seepage shall be at the contractor’s expense.
