Judd Street, Bisbee, Arizona 85603. The project involves the legal salvage and removal of protected plant species, specifically ocotillos and agave, from the future construction site. The evaluation criteria prioritize the salvage plan quality, project completion timeline, percentage of plants designated for sale within county limits, percentage of plants provided to Cochise County, and bidder experience with protected plant salvage and transplanting.

All work must comply with applicable local, state, and federal regulations, including Arizona Revised Statutes Title 3, Chapter 7 governing native plants. Successful vendors must demonstrate the ability to obtain an Arizona Department of Agriculture native plant permit, provide state tags for each protected plant species, and possess documented experience with protected plant and ocotillo salvage and transplanting. Vendors must also comply with all Federal Immigration and Nationality Act requirements regarding employee immigration status. The document specifies that this is legal salvage only, with no unpermitted or informal harvesting permitted. Pricing information and specific response or award dates are not detailed in this scope of work document.
