About this file
This Scope of Work is issued by the Ohio Department of Natural Resources (ODNR), specifically the Office of Coastal Management and Division of Natural Areas and Preserves, for adaptive management of invasive Phragmites australis at the Old Woman Creek National Estuarine Research Reserve (OWC NERR) in Huron, Ohio. The project involves herbicide application and biomass removal across five management units totaling 2.24 acres, with four units receiving glyphosate treatment and one unit receiving a combination of glyphosate and imazapyr during the growing season (August - October 2025), followed by biomass removal during the dormant phase (November 2025 - March 2026). Contractors must bid on the entire project, possess an Ohio Commercial Pesticide Applicator license, and complete all work by March 31, 2026.
The proposed budget for this project is not to exceed $30,000.00, and the contract will be awarded to the lowest responsive and responsible bidder as determined by the state. Site visits are available by appointment Monday through Friday from 7:00am to 3:30pm, and potential bidders are strongly encouraged to familiarize themselves with the site prior to submitting a bid. Invoices must be submitted directly to Financial Shared Services with specific requirements, and the purchase order is valid only through June 30, 2026. The project is funded through the OWC NERR NOAA operations award and is being conducted in compliance with the National Environmental Policy Act and State Historic Preservation Office guidelines.

Name or Title of the Service or Supply: Adaptive Management of Phragmites in Old Woman Creek National Estuarine Research Reserve, Huron, Ohio
Ordering Division and address: Office of Coastal Management, Old Woman Creek National Estuarine Research Reserve; Old Woman Creek SNP, 2514 Cleveland Road East, Huron, OH 44839
Specifications: The ODNR, Office of Coastal Management in collaboration with the Division of Natural Areas and Preserves (DNAP) are seeking contractors to perform herbicide application(s) and biomass removal of the invasive Phragmites australis within five management units at the Old Woman Creek National Estuarine Research Reserve (OWC NERR) and State Nature Preserve in Huron, Ohio. The five management units of Phragmites australis total approximately 2.24 acres and are outlined in Figures 1-5.
Four management units (Figs. 1-4) will have aquatic safe chemical product that contains glyphosate as the active ingredient applied during the growing season (August - October 2025). During the dormant phase (November 2025 - March 2026) the aboveground Phragmites biomass will be removed from the management units. The largest and most southern management unit (Fig. 5) will have a combination of glyphosate and imazapyr (or imazamox) active ingredients applied during the growing season followed by removal of biomass during the dormant phase. Herbicide treatments can be applied to a unit using any standard techniques including aerial broadcast (helicopter, drone), ground-based broadcast (boom sprayer, backpack sprayer, etc.) or spot treatment (backpack sprayer, hand wicking, etc.). All aboveground Phragmites biomass from within the units can be removed either by physically cutting and removing Phragmites (mowing, excavating, etc.) or by cutting below ground and removing the cut Phragmites from the unit; the latter method is done by using a sharpened spade or shovel to sever the stem from the rhizomes just beneath the soil surface. All live stems are to be removed from each unit by either bagging and removing them from the site or placing them in a pile outside of the unit. Bid must be on entire project, include all management techniques and units.
Glyphosate application(s) then remove biomass This combination will be applied to four management units: OWC Boat Launch and OWC Estuary East Side Shoreline Units 1, 2 and 3 (Figs. 1-4). This approach will address existing Phragmites infestations by applying glyphosate to reduce active growth, followed by biomass removal to limit the plant's regenerative capacity.
Glyphosate + Imazapyr application(s) then remove biomass This method will be applied to the OWC South management unit (Fig. 5). This method utilizes a combined herbicide application to enhance suppression of dense Phragmites stands, coupled with biomass removal to minimize regrowth potential.
Area maps may be available upon request. All contractors should visit the site and become familiar with the area prior to bidding. Proper endorsement of Ohio Commercial Pesticide Applicator license in addition to sufficient insurance coverage as outlined in the Personal Services Agreement is required. We will require all project staff to sign a waiver that indemnifies the Great Lakes Commission of any liability.
Project Location(s): All units listed below are within the Old Woman Creek State Nature Preserve boundary located on the eastern shoreline of Lake Erie in Huron, OH.
