About this file
This Scope of Work document outlines a design project for the City of Atlanta Department of Transportation (ATLDOT) in partnership with the PATH Foundation to design a paved shared use path connecting the Southside Beltline Trail to the Southtowne Trail at South Bend Park in Fulton County, Georgia. The project will be delivered in two phases, with this contract addressing Phase I, which extends from the Southside Trail to Pryor Road at Meldon Avenue. The consultant will be responsible for revising the approved 2021 concept report as necessary, preparing preliminary and final design plans, and developing the required NEPA documentation (preferably a Categorical Exclusion). Key deliverables include revised concept reports, PFPR design plans, NEPA documents, FFPR design plans, ROW plans, construction plans for bidding, updated cost estimates, and a summary of public and stakeholder engagement activities. The anticipated project schedule includes Notice to Proceed in Q3 2026, Concept Report Approval by Q2 2027, Preliminary Design completion by Q2 2028, Final Design by Q2 2029, ROW Acquisition by Q4 2029, and Construction Plans Ready for Bidding by Q1 2030. The contract term includes a base period of three years from commencement with one one-year renewal option.
The Prime Consultant must be prequalified by GDOT in five specific area classes: Roadway Design (3.02), Bicycle and Pedestrian Facility Design (3.13), Minor Bridge Design (4.01A), Construction Engineering and Supervision (8.01), and Erosion, Sedimentation, and Pollution Control (9.01). The consultant team must collectively demonstrate prequalification in an additional nineteen area classes covering NEPA documentation, environmental disciplines, traffic analysis and operations, landscape architecture, surveying, utility coordination, and bridge foundation design. The scope encompasses comprehensive services including project management, concept validation, data analysis, preliminary and final design phases, environmental screening and NEPA compliance, and public and stakeholder engagement activities, which may include up to three public events, stakeholder group meetings, and a Public Information Open House. Critical success factors emphasize experience designing off-system paved shared use trails within Atlanta and Georgia, designing within budget constraints, incorporating public feedback, close collaboration with the PATH Foundation, and producing contractor-friendly plans that serve as a national example of multimodal facility best practices.
