About this file

This document is a Scope of Services for a landscape enhancement project at the Magee Marsh Visitor Center, issued by the Ohio Department of Natural Resources (ODNR). The project aims to create a river stone landscape with pollinator-friendly native plants, involving the installation of a 4-foot wide gravel walkway, river stone hardscaping, and native plant gardens across five distinct zones around the visitor center and pond area. The construction is scheduled to commence upon purchase order approval and is anticipated to be completed by April 15, 2026, with specific planting windows between September and October or March and April. A mandatory site visit is required, with appointments available on July 30, 31, and August 7, and interested bidders must submit their proposals through Ohio Buys, including a breakdown of costs for each zone.

The contract will be awarded to the lowest responsive and responsible bidder based on a low lot total calculation, with the state reserving the right to choose items based on budgetary considerations. Bidders must complete and attach a Standard Affirmation & Disclosure Form and will be evaluated with potential preferences applied, including a Buy American preference, Buy Ohio preference, and Veteran-Friendly Business preference. Each preference can add percentage points to the bidder's score, with specific eligibility requirements such as domestic product sourcing and economic presence in Ohio. The project emphasizes ecological diversity, sustainability, and accessibility, with requirements for ADA-compliant pathways, environmental regulation adherence, and minimal ecosystem disruption.

Project Title: River Stone Landscape with Pollinator/Native Plants at Magee Marsh Visitor and Pond Area

Project Overview: The project aims to enhance the Magee Marsh Visitor Center and pond area by incorporating a river stone element, coupled with a variety of pollinator-friendly native plants. The goal is to create an aesthetically pleasing, sustainable, and ecologically diverse landscape that promotes the natural beauty of the area and supports local wildlife, particularly pollinators. All services must comply with specifications listed below to include but not limited to the following items and comply with federal, state, and local governmental laws, regulations, codes and ordinances. All work will be completed in a manner consistent with customary industrial practices. Contractor shall ensure that the job site is cleaned up, dispose of any debris, and leave no open hazards at the end of every workday. All itemized scope items below are by contractor unless noted otherwise. Attached is a detailed design of the project

Address of Work Location (Figure 1)

Magee Marsh Visitor Center (Ottawa County)

13229 West State Route 2

Oak Harbor, OH 43449

Scope of Work:

1. Site Preparation and Clearing:

o Current shrubs (viburnums and hydrangeas) have recently been cut back to approximately 2’ above ground, but have begun to fill out. Contractor will need to shape shrubs to facilitate placing geo-textile fabric and rock. Special care shall be taken to not damage the roots or plants.

o Contractor will need to install edging or create a ledge to prevent rock from sliding off the fabric where landscaping is sloped.

o Contractor will need to remove mulch/topsoil and obstructions along the proposed walking pathways, river stone features, and four garden areas.

o Excavate and prepare the walkway to ensure proper drainage.

o All cleared vegetation, topsoil, and debris will need to be disposed of offsite.

o Geo-textile fabric will be placed under all areas that call for rock or stone.

2. Gravel Walkway Installation (Figure 2):

o The walkway will consist of a 4’ wide path composed of 6-inches of compacted limestone gravel creating a winding path along the pond and visitor center.

o Removal of approximately four inches of topsoil along the path. Compact subgrade and walkway base layer a full width until no visible evidence of further consolidation.

o Place geo-textile fabric across the entire landscaped area prior to any stone being placed.

o Install gravel, ensuring a level and secure pathway.

2. Hardscape Installation (Figure 3):

o River Stone will be composed of 2–6-inch washed river stone and similar to existing stone placed around the north side of the visitor center. Five fieldstone boulders will be incorporated into river stone borders around garden beds in zones A and B (provided by the contractor).

o Excavate & remove the topsoil and prepare the ground for installation. Create or install edge to prevent river stone from falling down the slope.

o The contractor is responsible for placing the geo-textile fabric across the entire rocked area prior to any stone being placed, including pond edges. The fabric is to be placed in a manner that is continuous with no breaks or tears.

o Riverstone shall be thick enough to cover geo-textile fabric.

o Arrange river stones aesthetically, incorporating them into the landscape design as decorative elements.

o Hardscape landscaped Zones (Figure 3) o Zone A – Includes area south of visitor center between entrance bridge and back parking lot. This area will include the walkway and three pollinator gardens.

o Zone B – Includes approximately 275-foot western edge of pond starting at the back parking lot and ending at the main parking lot.

o Zone D - Includes the 155-foot eastern edge of the pond following the visitor center walkway.

o Zone E – Includes the 220-foot northern edge of the edge of the pond between the entrance bridge and the back parking lot.

o Arrange river stones in a uniform manner around shrubs, building and walkway.

o Riverstone around the pond (zones B, D, and E) will be from the sidewalk or blacktop to approximately 1’ past the shrubs.

o Riverstone in Zone A will be placed according to drawing and tapered to edge of pond.

3. Softscape Installation:

o Zone A will be planted in accordance with attached PDF drawing using the plants on the plant list.

o Prepare the soil for planting by amending it with organic matter to enhance fertility and drainage.

o Zone A - All beds will be covered with high-quality landscape fabric in the prepared areas. This fabric needs to prevent weeds from growing through the mulch while allowing water to drain. Mulch will only be used in the three pollinator gardens and the grass edging along deck.

o Zone C will consist of preparing the soil to seed a mixture of coreopsis, beebalm, aster, milkweed, and butterfly weed. This area to be re-sloped and soil added to create an even slope for planting. Approximately 9’ of sod will remain from the blacktop to planting to create a clean mowed edge along the parking lot.

o In Zones B, D, and E between the river stone and pond soil will be prepared to seed to a mixture of prairie dropseed, purple coneflower, and black-eyed Susan.

4. Safety and Accessibility:

o Ensure that all pathways are ADA-compliant and accessible to visitors of all abilities.

o Implement safety measures during the construction phase to protect both workers and visitors.

o Adherence to all environmental regulations and best practices during construction to minimize disturbance to the surrounding ecosystem.

o Implementation of sediment and erosion control measures to prevent runoff into water bodies.

5. Quality Assurance:

o Regular quality checks during construction to ensure that specifications and engineering standards are met.

Project Timeline: The construction is scheduled to commence with approval of the project purchase order and is anticipated to be completed by April 15, 2026. Seeding will take place between September

15 and October 31 or March 15 and April 15. Potted plants will need to be planted between September

1 and October 15 or March 15 – April 15.

Contract Award: The contract will be awarded to the lowest responsive and responsible bidder by low lot total. Low lot total will be determined by multiplying the unit cost by the estimated usage listed in the bid and then adding each of the totals together to arrive at a total for all items. Failure to bid all items may result in the bidder being deemed not responsive. The state may not award all items. The final number of items may be chosen at the discretion of the state based on budgetary considerations and other factors.

Preferences mailto:Kelly.schott@dnr.ohio.gov

The State will apply all preferences pursuant to Ohio Administrative Code 123:5-1-06.

Following the initial evaluation and scoring, all Proposals will be considered for preferences.

Preferences will be calculated at a rate of five percent (5%) for the first preference and two percent (2%) each for the second and third preferences. The preferences shall be combined and applied as a total percentage of the original Proposal to determine the score for evaluation purposes.

Preferences will only be applied if there is at least one Offeror that does not qualify for that particular preference. For purposes of qualifying for a preference, an Offeror failing to complete the certification for each preference will be deemed as not qualifying for that preference.

(a) For the Buy American preference, if any Offeror offers a product that is not a domestic source end product, the State will add the applicable percentage of the total available points to the total score of each Offeror offering a domestic source end product.

(b) For the Buy Ohio preference, if any Offeror is a Buy Ohio Offeror claiming the preference, the State will add the applicable percentage of the total available points to each Buy Ohio Offeror’s total score.

(c) If claiming the preferences in (a) and (b) based on the product(s) offered, an Offeror is only eligible to receive the preference if the cost of the product(s) offered exceeds 50% of the total offered cost for products and services. A Buy Ohio Offeror is also eligible to receive the Buy Ohio preference based on its significant economic presence in Ohio or a border state.

(d) For the Veteran-Friendly Business preference, the State will add the applicable percentage of the total available points to any certified veteran-friendly business Offeror’s total score.
