About this file

This document is a Draft Municipal Solid Waste Scope of Work for the City of Atlanta, involving the Department of Public Works (DPW) and the Department of Watershed Management (DWM). The scope covers municipal solid waste disposal services, including residential waste, treatment waste, and special waste streams for over 100,000 households. The contract will have an initial three-year term with up to two one-year extensions, seeking a service provider to manage waste transfer, hauling, and landfill disposal. The contractor will be responsible for receiving and disposing of various waste types, including residential solid waste, bulky items, construction debris, organic materials, street sweeping debris, tires, and special wastes from water treatment and reclamation facilities.

The pricing structure requires vendors to submit a per-tonnage rate for different waste categories, with separate invoicing for waste types like municipal solid waste, tires, dead animals, and biosolids. The city aims to promote innovative waste management practices, including system integrations, waste diversion, waste-to-energy conversion, and potential revenue-sharing mechanisms. The contractor must provide detailed monthly invoices, maintain proper permits and licenses, and ensure continuous, reliable waste disposal services. The city expects the contractor to have robust contingency plans, maintain facility capacity, and potentially explore opportunities for reducing greenhouse gas emissions and extending landfill life.

DWM -Wastes Generated

The DWM Drinking Water Treatment and Distribution System, Wastewater Collection, Conveyance and Treatment System and various other facilities generate either Ash, Grit and Screenings, Dewatered Solids, Construction and Demolition Debris, and Other Special Waste.

For DWM to efficiently operate these facilities in accordance with the applicable permit requirements, the waste streams must be removed from the facilities and disposed of legally and in accordance with applicable environmental requirements.

DWM Facility and operational records, including National Pollutant Discharge Elimination System (NPDES) permit records, for each WTPs and WRCs are available at each respective DWM Facility and can be provided upon request.

The City needs a Service Provider capable of furnishing all labor, equipment, tools, insurance, supervision, materials, and all other items necessary for proper management and disposal of the waste streams specified herein. The city will provide hauling services to the waste disposal facility for Treatment Waste.

TREATMENT WASTE DISPOSAL NEEDS Treatment Waste includes biosolids, grit, wastewater and water screenings, ash and similar materials from unit cleanouts: biosolids (e.g., sludge, cake, drinking water treatment residuals, thermal dried, etc.), ash (e.g., residual from incineration of biosolids), grit (e.g., sand, rocks, egg shells, coffee grounds, and similar materials), wastewater screenings (e.g., municipal solid waste contaminated with sewage), and water system influent screenings (e.g., leaves, plastic bottles, twigs, etc.).

The city generates the following approximate daily volume (in tons) of Treatment Waste:

•Biosolids = 500 (Wastewater Reclamation Centers); 46 (Water Treatment Plants)

•Ash = 36 Grit

•Wastewater/Water Screenings = 44 Unless otherwise specified, there isn’t a daily guaranteed volume of Treatment Waste as the city may have alternate disposal options available.

Sludge cake from the WTPs shall be dewatered to approximately 15% to 22% dry solids and sludge cake from the WRCs shall be dewatered to approximately 15% to 22% dry solids to meet the requirements for landfill disposal.

DWM regularly performs construction work on its water distribution system. As a result, DWM generates construction and demolition debris (C&D) daily. The quantity of waste generated is generally at the magnitude of 120 tons/month. There isn’t a daily guaranteed volume of C&D as the city may have alternate 1 disposal options available. C&D will be accepted at either Service Provider’s Plant Atkinson Transfer Station or Willow Oak Landfill. The city will provide hauling services to this waste disposal facility.
