Department of Health

Evaluation Consultant for Sexual Violence Primary Prevention Data

I. Scope of Work

A. Introduction

The Hawaiʻi State Department of Health (“DOH”), Family Health Services Division

(“FHSD”), Maternal and Child Health Branch (“MCHB”) recognize that sexual violence is a preventable public health issue that interconnects with other forms of violence, such as child maltreatment and intimate partner violence. The DOH FHSD MCHB Sexual Violence Prevention (SVP) Program utilizes a public health approach of implementing primary prevention strategies that cross multiple levels of the social-ecological framework and that focuses on sexual violence but also addresses the other interconnected forms of violence. These primary prevention strategies are integral in achieving measurable reductions in violence.

B. Sexual Violence Primary Prevention Efforts

The SVP Program is funded by the Centers for Disease Control and Prevention’s (CDC) Rape Prevention and Education (RPE) program. The SVP Program is expanding its capacity to use data to inform programs, sub-recipients, partners, and stakeholders of identified populations at greatest risk for sexual violence (SV), to track SV indicators, and to evaluate SV primary prevention efforts.

The SVP Program primary prevention activities include:

1. Build/strengthen SV prevention infrastructure by (a) expanding the capacity to track SV indicators and evaluation monitoring efforts; (b) identifying where the gaps are to address health equity that prevent SV; (c) identifying resources needed to advance health equity; and (d) participating in CDC RPE meetings, trainings, calls, and other resources.

2. Update/revise the existing Hawaiʻi SVP Work Plan and State Action Plan by (a) researching and analyzing community-level best practices to evaluate the State Action Plan’s ability to support state and community-level implementation and sustainability for SV prevention; (b) gathering stakeholder input and identifying priorities and strategies; and (c) identifying available national and other state models and resources to build capacity for sub-recipient program implementation and evaluation.

3. Increase health equity in three (3) focus areas through (a) regularly providing sub-recipients with training and technical assistance; (b) participating in evaluating sub-recipients’ efforts to ensure continuous program improvement; and (c) reviewing program evaluation data to develop recommendations for adaptations of SV prevention strategies for programs and policies in the three (3) focus areas.

4. Data to inform action: (a) identifying, analyzing, and synthesizing national, other state, and local state- and community-level SV data to extrapolate potential strategies; (b) using these data and sub-recipient data to develop potential community-level strategies; (c) developing a state evaluation plan; and (d) making actionable recommendations.

C. Data Collection and Evaluation Efforts

The SVP Program is seeking the expertise and skills of an experienced Evaluation

Consultant to assist the SVP Program with statewide data collection and evaluation using an existing framework, as well as providing guidance and expertise through recommendations that further RPE’s purpose of identifying evidence-based approaches to prevent sexual violence perpetration and victimization at the community- and societal-levels of the CDC public health approach.
