About this file
This is a Scope of Work document for DERP (Defense Environmental Restoration Program) remediation tasks at Tobyhanna Army Depot, specifically focused on PFAS (per- and polyfluoroalkyl substances) sampling and groundwater investigation activities. The contractor must provide all personnel, equipment, materials, supplies, and services to complete five major work items: updating the Quality Assurance Project Plan (QAPP) addendum to include new scope; installing five new wells in the U-Area (one shallow well at 50 feet below ground surface and four deep wells at 100-120 feet below ground surface) using sonic drilling to bedrock with 2-inch PVC casing and 10-foot screens; conducting borehole geophysics and isolation packer testing on the four deep wells with sampling for volatile organic compounds (VOCs) and dissolved metals across three intervals per well; and performing quarterly groundwater sampling at the five newly installed wells for one year, with results reported alongside annual sampling data.
Additionally, the contractor shall conduct annual groundwater sampling and inspections across multiple operational units (OU1, OU4, OU5, and U-Area) as optional base contract work, perform fence inspection and repairs at OU4, and update the Conceptual Site Model (CSM) with investigation data and findings. The work requires two separate mobilizations for drilling and well installation, with all drilling activities including 100-percent soil and rock logging, well development, surveying, and proper management of non-hazardous investigation-derived waste. This firm fixed-price contract is being executed under a Performance-Based Acquisition by the Department of the Army Corps of Engineers, Philadelphia District, and must comply with CERCLA, SARA, the National Oil and Hazardous Substances Contingency Plan, and applicable federal facility agreements.

2.0 SCOPE OF WORK
The work under this solicitation consists of furnishing all plant, labor, materials, supplies, and accessories required to accomplish the tasks herein this scope together with all other operations incidental to the work, in strict accordance with these specifications.
The Contractor shall provide qualified personnel to complete the following major work items:
· QAPP Addendum
· U-Area Well Installation
· U-Area Borehole Geophysics/Packer Testing
· U-Area Quarterly Groundwater Sampling (only new wells installed as part of this Scope get sampled quarterly across one year)
· Sitewide (OU1, OU5, U-Area) Annual Groundwater Sampling (includes new U-Area wells)
· Fence inspection and repairs at OU4
· CSM Update/Addendum
Task Details
2.1 QAPP Addendum
The Contractor shall update the current QAPP to include the Scope under this solicitation and resubmit for review and approval.
2.2 U-Area Well Installation
The U-Area shall incorporate new wells per the project team and regulators comments to further delineate the contaminant plume. The details for proposed new wells are as follows:
· Utility clearance
· Install One shallow well (50 ft bgs) and 4 deep wells (100-120 ft bgs)
· Drilling utilizing Sonic rig – 8” diameter hole to bedrock (approx. 40 ft bgs), case off overburden with 4” PVC casing, drill to depth with 4-inch core bit.
· 100% logging of soils/rock
· 2” PVC wells with 10-ft screens
· Flush mount completion
· Development of wells
· Survey wells
· Non-Hazardous IDW (not PFAS impacted) – IDW Characterization samples – Water containerized in frac tank and soil in drums
· Two separate mobilizations will be needed, one to drill the boreholes and one to install the wells upon completion of packer testing and selection of screen intervals.
2.3 U-Area Borehole Geophysics and Packer Testing
Borehole geophysics and packer testing shall be conducted on the four proposed deep wells to determine well construction. Details for geophysics and packer testing follows:
· Conduct downhole geophysics on the 4 deep wells
· Fluid Temp/Cond
· 3-Arm Caliper
· Electric Log
· ATV
· OTV
· Heat Pulse
· Conduct isolation packer testing
· 3 intervals per deep well
· Sample for VOCs and dissolved metals
2.4 U-Area Quarterly Groundwater Sampling – New Wells Only
Conduct quarterly groundwater sampling at five newly installed wells. The details for U-Area groundwater sampling follows:
· Sample 5 wells – VOCs, dissolved metals
· Non-Hazardous IDW (not PFAS impacted) – IDW Characterization sample – Water to be stored in drums onsite for disposal
· Data report to be included with annual groundwater sampling report.
2.5 Annual Groundwater Sampling, Fence Inspection/Repair (Optional Work)
Conduct annual sampling and/or inspections per the BASE contract scope for OU1, OU4, OU5, and U-Area. Deliverables shall include annual reports for OU1, OU4, OU5, and fence repairs for OU4.
2.6 CSM Update
Update CSM with new data and investigation activities. The details for U-Area groundwater sampling follows:
· Summarize investigation activities
· Utilize data from second sampling event (sitewide sampling) of U-Area for CSM update.
