About this file
This is a Scope of Work document from Escambia County's Neighborhood Enterprise Division (NED) for a SHIP Housing Repair project located at 6813 Gulley Lane, Pensacola, Florida. The primary service requested is the complete replacement of the septic system for an owner-occupied, single-family residence, including yard restoration, topsoil grading, grass seeding, straw application, drain tie-ins, and soil pipe extension to above the roof line. The project aims to make the home safer, more energy efficient, and more accessible in compliance with federal, state, and county laws and the SHIP repair program. A mandatory on-site walkthrough is scheduled for November 12, 2025, at 1:00 pm, with quotes due electronically via the OpenGov portal by November 20, 2025, at 1:00 pm. Quote review and opening will occur on November 21, 2025, at 11:30 am at 221 Palafox Place, Pensacola, Florida 32502, with all interested members of the public invited to attend. The project has a firm 60-day completion deadline from the contract start date.
Payment will be rendered as a lump sum at project completion for projects under $15,000, while projects exceeding $15,000 are eligible for a 40% draw upon 50% work completion, followed by a substantial completion draw at 150% less incomplete line items, with final payment contingent upon scope completion, building inspections, homeowner acceptance, contractor affidavit submission, warranty documentation, debris removal, and RRP checklist submission. Liquidated damages of $150 per day apply for work exceeding the contract period. Contractors must be licensed, insured, and in good standing with the county, with current W-9, Sunbiz registration, worker's compensation or exemption, and commercial general liability insurance with $1,000,000 coverage naming Escambia County as certificate holder. For projects valued at $25,000 or higher, 100% performance and payment bonds are required prior to the Notice to Proceed. The project is funded through the SHIP Housing Repair Program with no federal funding, and the county reserves the right to award line items separately for emergency services and delete items if total project costs exceed available budgeted funds.
