About this file
This is a Design-Build Request for Qualifications (RFQ) issued by the North Carolina Department of Agriculture & Consumer Services for the Farmers Market Restroom Renovations project. The scope involves renovating twelve bathrooms—six at the Raleigh Farmers Market and six at the Piedmont Triad Farmers Market in Colfax, NC. The renovation work includes painting upgrades, new doors, hardware, and frames; ADA-compliant sinks, urinals, and lavatories; hand dryers; upgraded lighting; new heaters; exhaust fans; new janitor's closets; tile flooring and wall tiles; floor drains; back draft dampers; grille covers; and new hose bibs. Work must be completed in phases to maintain at least one men's and one women's facility operational year-round. Qualifications packages, including a Letter of Interest and Standard Form 254, are due by January 28, 2026 at 3:00 PM and must be submitted to the Department of Agriculture & Consumer Services at either the mailing address (1001 Mail Service Center, Raleigh, NC 27699-1001) or delivery address (2 West Edenton Street, Raleigh, NC 27601). Project delivery is scheduled for June 2026. Interviews will be conducted only if deemed necessary by the governmental body.
The total project budget is $900,000, with funding sourced from receipts. Design-builders must be properly licensed in North Carolina for both construction services (general contracting, electrical, plumbing, heating, fire sprinkler, or landscape contracting) and design services (architecture, engineering, or landscape architecture). The selection criteria weigh ten evaluation categories equally at 10% each: firm profiles and history; key personnel resumes and licenses; relevant project experience; cost estimating experience; schedule adherence; understanding of project location; current workload and available resources; project delivery process; certifications including surety bonds and HUB participation plans; and additional information deemed appropriate. Design-builders must submit a list of proposed licensed contractors, subcontractors, and design professionals, and may self-perform work or negotiate subcontracts with identified or other qualified firms.
