About this file
This document is an Addendum for a construction contract issued by the North Carolina State Ports Authority (NCSPA) for the Convert 4160V Line to Underground project at the Port of Wilmington, Contract No. C-1799. The project involves converting an overhead electrical line to an underground configuration, with a total project duration of 190 consecutive calendar days. A pre-bid meeting was held on August 28, 2025, where contractors were informed about site security requirements, including the need for Transportation Worker Identification Credentials (TWIC) and mandatory escort procedures. The bid opening is scheduled for September 15, 2025, at the Port of Wilmington Maritime Building, with the last day for contractor questions set for September 3, 2025.
The contract is structured as a lump sum bid with base bid and alternate options. There is a 10% Minority Business Enterprise (MBE) participation goal, and bidders must submit specific documentation demonstrating minority business involvement. A 5% bid bond is required, along with performance and payment bonds for 100% of the contract price. Liquidated damages are set at $500 per day. The project includes provisions for alternates that would extend the electrical work to adjacent blocks, and unit prices are to be applied throughout the contract's duration. Contractors must comply with NCSPA safety and security regulations, and no disruptions to port operations are permitted without prior approval.
