About this file
This document is an Addendum (No. 01) issued by the North Carolina Department of Adult Correction for the Randolph Correctional Center Security Netting project located at 2760 US Highway 220 Business in Asheboro, NC. The addendum adjusts the bid date to August 28th, 2025 at 2:00 PM and publishes minutes from the pre-bid conference held on July 15th, 2025. The project involves installing security netting with a base bid and three unit prices, including potential alternates for inside-the-fence poles and remobilization. The contract duration is specified as 90 consecutive calendar days from the Notice to Proceed date, with work hours generally set between 7 AM and 7 PM Monday through Friday, and weekend work available with 24-hour prior notice.
Bidders are required to submit a comprehensive proposal including a Form of Proposal, Bid Bond, Minority Business Enterprise (MBE) documentation, warranty and insurance information, a minimum of two references for similar projects, and samples of the netting and rope border. Performance and Payment Bonds are mandatory for 100% of the contract amount. The pre-bid meeting minutes highlight specific security requirements, including background checks, tool inventorying, and adherence to facility policies. Contractors must provide their own temporary facilities like porta-johns and power, with spoils permitted to be kept on-site. The project involves coordination with the facility and potentially Duke Energy, particularly for netting and pole locations on the southwest side of the site.

Questions / Comments: Answers / Clarifications:
Sheet C-200, Enlarged Plan 4 In reference to Enlarged Plan 4 on Sheet C-200, all poles within the project area are to be installed on the outside of the existing chain link fencing, with the exception of three (3) poles located in the southernmost corner, which shall remain inside the fence line as shown in the drawing.
The final layout is still being determined. We will issue the final plans in Addendum 2.
Sheet C-200, Enlarged Plan 3 The light pole and associated overhead power infrastructure located outside the existing chain link fencing, as depicted in Enlarged Plan 3 on Sheet C-200, are to be relocated by others prior to the commencement of construction activities. The relocation work shall be completed in advance and is not within the scope of the Contractor’s responsibility.
The final layout is still being determined. If the poles stay outside the fence, guidance will be provided in regard to what scope is required by the Contractor and what will be done by others.
Sheet C-200, Enlarged Plan 3 Prior to commencement of construction activities, the underground electrical power servicing the outlets located between the existing chain link fencing and the parking lot guard rail (as referenced on Enlarged Plan 3 of Sheet C-200) shall be permanently de-energized. Accordingly, the Contractor shall bear no responsibility or liability for any damage incurred to the associated underground power infrastructure, given that it will be permanently disconnected and rendered inactive prior to mobilization.
The final layout is still being determined. If the poles stay outside the fence, guidance will be provided in regard to what scope is required by the Contractor and what will be done by others.
