About this file

This is a re-bid solicitation document from the North Carolina Department of Adult Correction for the Eastern Correctional Institution regarding the replacement of chiller, boiler, and water heater systems. The project involves the procurement and installation of HVAC and water heating equipment to replace aging infrastructure at the correctional facility. Specific item quantities and technical specifications are detailed within the solicitation to ensure bidders understand the scope of work required. The solicitation establishes a deadline for bid submission and includes provisions for site visits to allow prospective bidders to assess existing conditions at the facility. The contract will be awarded to the lowest responsive and responsible bidder, with the term and any renewal options specified in the contract documents.

The solicitation includes pricing requirements whereby bidders must submit complete cost proposals for all labor, materials, equipment, and services necessary to complete the chiller, boiler, and water heater replacement project. The re-bid status indicates this is a second attempt to procure these services, potentially due to previous bid challenges or insufficient responses. Funding for this project is provided through the North Carolina Department of Adult Correction's capital improvement budget. All bidders must comply with applicable state and federal regulations, including prevailing wage requirements if applicable to institutional maintenance and construction work. The solicitation may include provisions for performance bonds and insurance requirements to protect the state's interests during project execution.
