This is a Notice to Bidders issued by the North Carolina Department of Adult Correction for the Piedmont Correctional Institution, soliciting bids for an AC Installation and Chiller Replacement project (SCO-24-28124-01C). The project involves two primary scopes: first, installing air conditioning in half of a 208-bed dormitory, including four constant volume air handling units, four outdoor air-cooled condensing units, refrigerant and heating piping, ductwork, and a new digital control system; second, removing two existing chillers and installing two 250-ton water-cooled chillers in the chiller plant. A mandatory pre-bid meeting is scheduled for October 29, 2025, at 10:00am at the facility, and sealed proposals will be received until 2:00pm on November 19, 2025, with bids to be awarded for a single prime contract.
The bid requires a 5% bid bond or cash deposit, with a performance and payment bond required for 100% of the contract price. Payment will be made based on 95% of monthly estimates, with final payment upon project completion. Bidders must include a form identifying minority business participation and hold an Unlimited license classification. Additional bid alternates include replacing chilled water and condenser water valves, demolition and replacement of chiller and condenser water pump motors, and a preferred HVAC control brand (Distech ECB Series). The project will award new water-cooled chillers based on a Life Cycle Cost Analysis, and all justifications for preferred brand alternates will be made publicly available at least seven days prior to the bid date.
