About this file

This is an Addendum #2 to a construction specification document for the North Carolina Department of Natural and Cultural Resources' North Carolina Zoological Park, issued by Utility Technology Engineers-Consultants, PLLC on August 27, 2026. The project involves the design and installation of two standby generator systems with associated equipment including medium-voltage transformers, engine generator assemblies, switchgear, control systems, foundations, and site work at the Asheboro facility. The addendum modifies the original project manual and construction documents dated July 28, 2026, and incorporates responses to 24 questions received during the bidding period through August 25, 2026. Key dates include a final questions deadline of September 3, 2026, final addendum issuance on September 10, 2026, and bid opening on September 17, 2026. The base bid specifies a single 3,750 kVA, 4.16 kV generator system connected to a 24.94 kV/14.4 kV utility distribution system, while Alternate No. 1 includes two smaller generators at 2,000 kVA and 1,500 kVA rated at 480 V for north and south sites respectively. All generators are diesel-fueled, 1800 RPM maximum, requiring EPA Tier 2 certification and comprehensive factory testing at specified loads and conditions.

The specifications require lump sum bidding with prime contractors holding at least a Limited License classification under North Carolina General Statutes Chapter 87, Article 1. Acceptable generator manufacturers include Caterpillar, Cummins Power Generators, and MTU Onsite Energy, while approved transformer manufacturers include Hitachi Energy (ABB), Siemens Energy, Prolec GE, Eaton/Cooper Power Systems, and others. The project mandates a two-year manufacturer warranty including repair labor, parts, travel expenses, and consumables, with an optional five-year extended warranty. A five-year extended service and maintenance contract is required, including quarterly inspections, fluid and filter replacement, load testing, and calibration. No minority business enterprise (MBE) or HUB participation requirements apply to this project, and bidders are not required to submit MBE Affidavits A or B. Factory testing must verify 100-percent load operation at 80-percent power factor, harmonic content analysis, transient response, and emissions compliance, with certified reports required within 15 days of testing. Field commissioning includes a four-hour load test, battery capacity testing, insulation resistance verification, and eight hours of manufacturer-provided training for five owner personnel covering operational theory, maintenance procedures, and troubleshooting.
