CONTRACTOR SAFETY AND HEALTH PROGRAM
SMITH CREEK LANDFILL
1.0 PURPOSE
The purpose of this program is to provide contractors with an understanding of safety and health requirements while working at our facility.
2.0 APPLICABILITY
This plan applies to St. Clair County Smith Creek Landfill contractors and their subcontractors.
3.0 OBJECTIVES
The objectives for this program are to:
a. inform contractors of their safety and health requirements while working at our facility;
b. provide for the training of their applicable employees and subcontractors; and
c. establish an evaluation process of the Plan to ensure its practicality.
4.0 INTRODUCTION
The Contractor Safety and Health Program provides requirements for when contractors are working on site.
This program applies to contractors, their employees, subcontractors and subcontractor’s employees.
Contractors are required to review their project activities in relationship to applicable regulations and at a minimum, adhere to those requirements. This program is not meant to supplement, take the place of, or exclusively provide information on local, state and federal regulatory requirements.
5.0 RESPONSIBILITIES
Prior to the start of a project, contractors will develop and implement applicable safety and health programs with respect to the project activities. At a minimum, these programs will meet local, state and federal regulations.
In addition to the contractor requirements contained herein, contractors are also required to:
a. communicate the information within this program to their employees and their subcontractors;
b. train their employees and subcontractors on the applicable requirements herein;
c. periodically review the work site for potential hazards and reduce or eliminate such hazards;
d. provide employees with the necessary personal protective equipment;
e. dispose of waste materials in accordance with local, state, and federal regulations; and
f. perform activities in accordance with all applicable laws and regulations.
Please note that failure to adhere to the requirements outline in this program may result in an immediate shutdown of the project and a breach of contract with St. Clair County Smith Creek Landfill.
The Landfill Manager, prior to the start of projects, shall:
a. verify that the contractor has the necessary safety and health programs specific to the contracted project in place; and
b. prior to relocating of refuse provide the contractor information regarding asbestos, including its location and potential hazards, if applicable.
6.0 EMERGENCY ACTION PLAN
Contractors shall develop and implement a site specific emergency action plan prior to the start of a project.
Depending on the project, the Landfill Manager may provide the Smith Creek Landfill Emergency Action Plan to the contractor for guidance. The contractor’s emergency plan shall inform their employees, subcontractors and subcontractor employee’s emergency procedures. This plan shall include at a minimum:
a. reporting potential and actual emergency situations immediately to the Landfill Manager;
b. what to do in the event of a fire;
c. what do to in the event of severe weather (shelter is located in the office basement; however, the contractor program should include alternate locations should employees not be in close proximity of reaching the location quickly);
d. what to do in the event of an evacuation (evacuation location for the office is outside front gate; for all other buildings or landfill face itself go to office) including a method for accounting for employees;
e. what to do in the event of a spill (include contact Landfill Manager if spill cannot be immediately contained using general workplace materials (i.e. shovel, absorbent but does not include use of heavy equipment) and spill clean up materials do not exceed a 55 gallon drum capacity); and
f. contractor emergency contact information.
Upon request, contractors shall provide their written program along with their applicable training records. The
Smith Creek Landfill may review these materials in order to determine conformance with this program.
7.0 HAZARD COMMUNICATION PROGRAM
A copy of the Smith Creek Hazard Communication Program is located in Appendix A for your review. The program shall provide our contractors with the following information:
a. hazardous chemicals to which they may be exposed to while in the workplace;
b. how to read an MSDS;
c. location of the MSDS’s; and
d. measures the visiting employees and their company can take to lesson the risk of hazardous chemical exposure (e.g. personal protection equipment).
In addition, the following are general safety rules and precautions regarding potential concerns or hazards which may be incorporated in the contractor’s Hazard Communication Plan:
a. No eating, drinking or smoking while working on the active working landfill face.
b. Remain in vehicle whenever possible when working on landfill face.
c. Landfill gas is a byproduct of refuse decomposition, is lighter than air and is potentially combustible/flammable when concentrated in enclosed areas. Landfill gas contains methane which is considered an asphyxiate. Landfill buildings are equipped with gas monitoring devices with audible/visual alarm notification. Do not enter a building until the alarm indicates the area has been sufficiently ventilated. Notify the Landfill Manager when an alarm is activated. Use caution when opening valve control manhole and cell riser covers; when opening a cover, landfill gas may initially vent outwards therefore keep head clear of opening.
d. Septic gas is a byproduct of septage decomposition and is potentially combustible and/or flammable when concentrated in enclosed areas. Septic gas contains hydrogen sulfide which is considered an asphyxiate. Hydrogen sulfide gas has a smell like rotten eggs however it also has the unique ability to within a few minutes paralyze the human sense of smell. Continuous inhalation of hydrogen sulfide gas could result in headache, dizziness, nausea, pulmonary paralysis, sudden collapse and/or death. We recommend that if an employee experiences any of these symptoms they should seek immediate medical attention. When practical, but within 48 hours, contractors shall notify the Landfill Manager of such incidents. The septage receiving facility and biofilter building are equipped with hydrogen sulfide gas monitoring devices which activate audioable alarms and exhaust fans. Do not enter the septage receiving facility or biofilter building until the exhaust fan has sufficiently ventilated the building (i.e. fan turns off). Notify the Landfill
Manager immediately when alarms and fans activate.
e. Leachate is a byproduct of landfilling and does not pose a safety or health hazard in and of itself.
However as a best management practice take precautions when working around this material.
f. Landfill gas condensate is a liquid byproduct of landfill gas collection and does not pose a safety or health hazard in and of itself. However as a best management practice take precautions with working around this material.
g. Septage receiving facility byproduct solids and biofilter processed solids do not pose a safety or health hazard in and of itself however as a best management practice take precautions to minimize contact with material.
h. It is not reasonably expected to find medical waste at the facility because we are not a medical waste disposal facility. However use caution when working directly on the active working landfill face. When working on the active landfill, notify Landfill Manager immediately should you visually see medical waste, including but not limited to needles and 'red bags.'
i. Household hazardous waste are chemical materials commonly found in the home. Use same precautions you would for home use of the product.
j. Electronic recycling materials are electronic products commonly found in the home such as printers, computers, monitors, etc. Use same precautions you would for home use of the product.
Contractors, and their subcontractors, are required to develop and implement a written Hazardous Communication
Plan in specific relationship to the work being performed on site prior to starting the work.
Upon request, contractors shall provide their written program along with their applicable training records. The
Smith Creek Landfill may review these materials in order to determine compliance with the applicable regulations.
8.0 INFECTIOUS DISEASE PREVENTION PROGRAM
MIOSHA Part 554 Bloodborne Infectious Diseases regulation requires employers to evaluate routine and reasonably anticipated tasks and procedures to determine whether there is actual or reasonable employee exposure to blood or other potentially infectious materials. If such exposure exists the employer shall develop and implement an Exposure Control Plan. In order for our contractors to properly determine whether an Exposure
Control Plan is required for their project activities we would like to provide some site specific information as follows:
a. The Smith Creek Landfill is a licensed type II sanitary landfill that is prohibited from accepting untreated medical waste or un-containerized sharps. There is a potential that medical waste, such as needles, could be present in refuse. Customers are instructed to place needles into a sharps container or other rigid containers, tape the lid closed and label the container ‘sharps container’ or
‘medical waste.’ The landfill may also accept materials that do not meet the definition of regulated medical waste, but are stained with body fluids, such as the occasional household refuse load containing un-containerized needles which could contain blood residue or infectious materials.
b. Daily refuse accepted into our facility does not contain liquid blood, pathological waste, un-containerized sharps or other potentially infectious materials as defined in the standard because we are not a licensed medical waste facility and are prohibited from taking such materials (note: septic material is not defined as a potentially infectious material). However, a household refuse load may occasionally contain un-containerized needles which could contain blood residue or infectious materials.
Again, the Smith Creek Landfill cannot make an exposure determination for contractors. Upon request, contractors shall provide their written program along with their applicable training records or documented exposure rational.
The Smith Creek Landfill may review these materials in order to determine compliance with the applicable regulations.
Lastly, we take the health and safety of our employees and contractors seriously. As a best management practice we have developed and implemented this Infectious Disease Prevention Program.
