U.S. DEPARTMENT OF THE INTERIOR

Bureau of Indian Affairs

SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP) UNDER THE

SIMPLIFIED ACQUISITION THRESHOLD (SAT)

AUTHORITY: FAR 13.106-1(b)(1)

PR/SOL/CONTRACT # ___TBD_______________

CONTROL #____22-0071

1. Contracting Activity: This document is a justification for single source determination under

Simplified Acquisition Procedures (SAP) under the Simplified Acquisition Threshold (SAT) for the Department of the Interior, Bureau of Indian Affairs:

Region: Western Region Agency: San Carlos Irrigation Project Branch: Power Division Address: 13805 N. Arizona Blvd.

Coolidge, AZ 85128

Point of Contact: Florencio Navarette, Heavy Duty Mechanic Cell Phone: (520) 840-8150

2. Description of supplies or services required to meet agency needs.

• The San Carlos Irrigation Power Division had four power line construction vehicles recently fail dielectric testing and preventative maintenance (PM) inspection. Failed vehicles are red tagged and cannot be used for line construction in any form. PM inspections identify the failed components and the service repairs that must be made to ensure the vehicle is safe to use during power outages, routine construction and rehab projects.

Vehicle repairs for the AM 55 units are to rebond the boom insert. Vehicle repairs consist of rebonding the fiberglass to steel bond on boom sections on the listed AM 55 units.

Vehicle repairs for the AM855-E68 units require replacement of the leveling cables.

Leveling cables normally require replacement every four to five years. Lift cables should be replaced if you see three or more broken wires in one strand.

• All vehicle repairs will take approximately 2-4 weeks to complete.

3. Identification of the single source to be solicited.

Altec Industries 2505 W. Durango St.

Phoenix, AZ 85009

(602) 252-8841 Primary Point of Contact: Philip Capizzi Secondary Point of Contact: Daniel Loftin

4. Reason for authority cited. The contracting officer has determined the circumstances of the contract deem only one source reasonably available.

Identify only one of the following – remove the others on the finalized document:

X Urgency – The nature of the requirement has been deemed urgent and following competitive procedures would result in unacceptable delays.

5. Rationale: Provide an explanation that supports the reason cited in #4.

This paragraph is normally the most detailed part of the justification as the essence of the justification is presented here.

• SCIP line construction fleet vehicles are manufactured by Altec; the exception is the chassis. Chassis can be manufactured by Ford or International. All other aerial lift components are manufactured by Altec Industries. Altec aerial lift components are proprietary. No other vendors are authorized to work on Altec aerial lifts. Competing the vehicle repair would delay repairs to the listed vehicles. These vehicles are highly specialized and are highly used by electrical utilities. Most electrical utilities including the Dept. of Energy, Western Area Power Administration consider Altec as the leader in the aerial lift business. FAR 13.106-1(b)(1) applies here, due to the urgency and the need to return the vehicle units to the fleet as soon as possible. Only one source is available to repair Altec aerial lift components for SCIP line construction vehicles. For Altec aerial lift component repairs, there are no other sources. Justification is proprietary equipment can only be repaired by Certified Altec personnel. The diagnostics, repairs and calibration required is proprietary in nature and must be performed by Altec certified personnel. Expertise with Alte systems is required to properly repair the equipment. Altec Industries has specialized facilities for large scale repair projects on large equipment that require specialty tools, cranes, lifts, and diagnostic equipment. Certified technicians have to perform numerous calibrations, diagnostics and testing procedures during repair and assembly with specialized and proprietary equipment to ensure proper completion of repairs.

• There are no previous repair contracts with Altec Industries. Most repairs if any have been covered via credit card since the amounts were under the credit card threshold of $10,000.00.

• SCIP Power line construction vehicles need to be always in service to complete SCIP Power’s mission to build, rehabilitate, maintain, and to troubleshoot power line or power equipment issues.

6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies.

Altec Industries is the only vendor in Arizona that provides service on Altec Vehicles equipped with Altec aerial lifts. Due to the urgency to return the vehicles to the SCIP Power fleet as soon as possible, SCIP did not announce a notice of intent.

SCIP would consider qualified sources, however Altec aerial equipment that is worked on by other providers would not be recognized by Altec in the event the other providers work led to equipment failure. Other providers who work on Altec equipment will not guarantee their work either since Altec equipment is proprietary.

Additional quotes were not sought as Altec Industries is the only certified vendor in the area that is qualified of doing the repair work, possesses the specialized tools and equipment needed, employs the trained and certified technicians, and supplies the proprietary diagnostic services, OEM parts and repair services.

Synopses of Proposed Contract Actions

• If the proposed action was not or will not be synopsized, cite the specific authority for not doing so (per FAR 5.202) and the rationale for the synopsis exception: This procurement will not be advertised, under FAR 5.202(a)(2): The proposed contract action is made under the conditions described in 6.302-2 (or, for purchases conducted using simplified acquisition procedures, if unusual and compelling urgency precludes competition to the maximum extent practicable) and the Government would be seriously injured if the agency complies with the time periods specified in 5.203.

SCIP is an electrical utility and its electrical linemen require the Altec bucket trucks to safely perform their duties. The dielectric servicing was just discovered during preventative maintenance (PM) inspections. Trucks must be repaired immediately to mitigate lost labor time and meet Dept. of labor Occupational Safety and Health Administration (OHSA) safety requirements for SCIP’s vehicles.

7. Requirements personnel certification.

I certify that the technical data which forms a basis for this justification is complete and accurate and meets the Government’s minimum needs.
