1.1 PROJECT DESCRIPTION:
The Contractor shall prepare a Proposal for a complete installation of a prefabricated secure area in the former Credit Union facility, B7206.
The Contractor shall provide all services, materials, supplies, labor, studies, management, travel and other resources necessary to construct an approximate 800 square foot prefabricated secure area within Building 7206. This secure area shall meet the criteria set forth in UFC 4-010-05 and the most current Intelligence Community Directive (ICD) 705. The Contractor selected to construct this prefabricated secure area will ensure that upon completion of the project the proposed secure area will perform to the intended level and meet the required accreditations. All work performed by the Contractor shall be performed in accordance with all applicable laws, regulations, Headquarters Air Force (HAF) standards, instructions, and commercial practices.
Desgin Parameters
A. Exterior Structure
Three of the exterior walls of the secure area shall receive a 5/8 inch gypsum board that is taped and floated. The long wall shall receive a level five finish including texturing and painting. The other two wall shall receive a level three finish including texturing and painting. The structure will be fabricated within Bldg 7206. The dimensions will be approximately 30 feet x 26 feet or 780 square feet. However, the interior of the secure area shall not be any smaller than 700 square feet.
The TEMPEST Option shall be applied to this secure area, which consists of main entry door upgrades, wall and ceiling construction upgrades as well as copper floor enhancement, power filter, air filters installed within baffles, waveguide penetrations, three sets of copper to fiber media converters to connect the three proposed networks and two sets of copper to fiber media converters to connect the phone lines.
B. Exterior and interior Doors
The main entry door into the secure area shall be a SRG 35 DB TEMPEST with NSA approved CDX-10 series and LKM 10K. The entry door shall have a STC-55 rating.
The interior door shall have a minimum rating of STC-50 with appropriate hardware to meet the sound intent.
C. Interior Rooms
The secure area will consist of two rooms: 1. Work Room and 2. Conference Room. Each room will be approximately 375 square feet, and shall be illuminated as well as conditioned. The interior walls shall be painted and shall meet the required sound ratings for perimeter wall and interior walls within the secure area. The flooring shall be carpet (either carpet squares or roll carpet).
Contractor shall note that white noise generators will not be acceptable in an effort to meet STC-50 ratings on either side of doors or walls. The structure and doors shall meet a minimum of STC-50, preferably a higher STC rating than STC-50.
D. HVAC
The Contractor shall install two mini-split systems for air conditioning. Since the secure area will consist of two areas, the Conference Room shall receive a cooling unit capable of delivering 1 Ton of cooling, and the Work Room shall receive a cooling unit capable of delivering 1 Ton of cooling. All of these mini-split systems shall be powered from the common secure area 200 Amp electrical panel.
It is preferred that the Contractor acquire HVAC Services from a local area HVAC vendor for installation and servicing purposes. The split systems shall be either a LG or Mitsubishi. Whichever unit is used, the dielectric penetration breaks shall be included for each of the secure area penetrations. The outside units will be ground mounted on housekeeping pads within 15 linear feet of the secure area.
E. lighting
The interior lighting shall be LED and meet the UFC 3-530-01.
F. Electrical
The proposed secure area shall be wired to have one common 200 Amp, 110 Vac, 60 Hz, Single Phase electrical panel that powers all electrical components within the secure area. The Contractor shall provide a minimum of sixteen duplex power outlets within the secure area. As a result, there will be one quadplex power outlets at each of the six work stations, and an individual power outlet for each split system (if required), each flat screen, the server cabinet and the conference room table. There will be no power outlets on the exterior of the secure area. Refer to component layout in secure area for power outlet locations.
The Contractor will be responsible for final connection to the power. Electrical conduit and wiring will be pulled and placed within six feet of the secure area 200 Amp panel.
G. INTRUSION DETECTION SYSTEM (IDS)
The Contractor shall provide the infrastructure (conduit, boxes and penetrations) for the IDS system. There will be a motion sensor box in each room, one BMS switch box, one key pad box and one IDS control unit box. For informational purposed, the preferred IDS vendor is Honeywell’s Vindicator, and the main entrance door will need an electronic striker mechanism that operates in concert with the badging system.
Dyess AFB will be responsible for providing components and final connections of the IDS.
H. communication
The Contractor shall provide two communication panels (one secure and one unsecure panel) along with all supporting components (raceways, connection boxes and so forth). At a minimum, the secure area shall be designed for six work stations. At each work station, the Contractor shall provide two duplex power outlets, two secure drops and one unsecure drop. As a result, there will be a total of twelve secure CAT-6 communication lines and six CAT-6 unsecure communication lines into the secure area.
The Contractor shall note that all cable trays will be open wire basket type. In other words, all communication cabling shall be exposed for visual inspections.
I. Fire protection
The Contractor shall provide the infrastructure (conduit, boxes and penetrations) for one heat detector in each room. Dyess AFB will be responsible for providing heat detector devices and final wiring/connections.
The Contractor shall be the Architect, Engineer, and Constructor of record for this project. Contractor shall be responsible for the professional quality, constructability, technical accuracy and coordination of all designs, drawings, specifications and other documents or publications upon which construction is based. The design of architectural, interior design, structural, mechanical, plumbing, electrical, civil and other engineering features of the work shall be accomplished under the direct supervision and be reviewed and approved by engineers, architects and interior designers who are licensed professionals to practice in their respective professional field in a state or possession of the United States. The Contractor is responsible and liable for the complete design and shall not assume that the provided design criteria and drawings in this solicitation shall alleviate the Contractor from performing any additional design as required to produce a complete set of construction documents.
