About this file
This document is an Invitation to Bid (ITB) issued by Weld County School District 6 (WCSD6) in Greeley, Colorado, soliciting bids for pre-packaged Elementary and Secondary school supply backpacks for their annual School Kickoff Community Celebration. The district is seeking to procure a total of 4,000 backpacks - 2,200 for elementary students and 1,800 for secondary students - with specific requirements including minimum backpack sizes (17" for elementary, 19" for secondary), color restrictions, and preferably padded straps. Electronic bids are due by 2:00 PM on Tuesday, April 22, 2025, and will be submitted via email to Scott Francies, the Purchasing Manager, with bid documents available on the Rocky Mountain E-Purchasing System and Bonfire public portal.
The pricing and contract terms include provisions for price stability, with vendors agreeing to maintain firm pricing throughout the contract term and allowing for potential annual price adjustments up to 5% with strict documentation requirements. The district emphasizes that price will not be the sole criteria for award, with vendor performance and service history also being considered. WCSD6 encourages cooperative purchasing and allows other governmental jurisdictions to potentially utilize the contract pricing. All supplies must be delivered to the WCSD6 Service Center in Greeley, Colorado, with specific detailed supply lists provided for both elementary and secondary school supply packs, including items like pencils, notebooks, folders, scissors, and other standard school supplies.

Price Stability and Adjustments:
The awarded vendor agrees that all pricing proposed in response to this RFP shall remain firm for the duration of the contract term. Any proposed price adjustments:
1. Must be justified with verifiable documentation of actual cost increases from the manufacturer or supplier, including specific percentage increases and effective dates.
2. Require submission of a formal price adjustment request at least sixty [60] days prior to implementation, subject to mutual agreement between the vendor and the purchasing entity.
3. Shall be limited to a maximum annual increase of five percent [5%] cumulative across all products and services, regardless of individual item fluctuations, to prevent excessive cost fluctuations.
4. Must not apply to orders already placed, in process, or approved prior to the effective date of the mutually-approved price adjustment.
5. Will be evaluated against current market conditions and comparable competitive offerings to ensure continued best value.
6. May only be submitted once per term for the entire contract, with the total increase across all products not exceeding the [5%] cap referenced in provision 3.
In the event of extraordinary market events affecting product availability, the vendor must notify the purchasing entity within five [5] business days of becoming aware of potential disruptions. The vendor must propose alternative products of equal or greater quality at the originally contracted price. If no equivalent alternative at the contracted price is available, the vendor must: (i) provide comprehensive documentation and justification regarding the product’s availability; (ii) offer multiple alternative options and a list of their price points; (iii) obtain written approval before any substitutions or price modifications; and (iv) accept the purchasing entity’s right to source from alternative suppliers without penalty. The vendor may not unilaterally cancel product availability, impose surcharges, or implement minimum order quantities without prior written approval from the purchasing entity.
By signing below, I hereby certify that [Vendor Name] acknowledges, understands, and agrees to comply with the Price Stability and Adjustments terms as outlined in this RFP. We confirm that all pricing submitted shall remain firm for the duration of the contract term, and any requested adjustments will adhere to the specified conditions, including the maximum annual increase cap and required documentation.
