School Photography Services RFP Summary

This is a Request for Proposals (RFP 2026-05) issued by Centennial School District in Portland, Oregon, for the provision of school photography services on a requirements basis. The District seeks a qualified vendor to provide comprehensive photography services for Pre-K through Grade 12 students and staff across six elementary schools, two middle schools, one high school, and a virtual academy, serving approximately 5,450 students. Services include portrait photography with multiple package options, student identification badges, class composites for primary grades, class directories for secondary grades, yearbook image files, district staff portraits, and graduating class group photos. The RFP requires proposers to submit responses by May 27, 2026, at 2:00 PM Pacific Time via email, with a deadline for questions set at May 20, 2026. The selected vendor will be issued a Master Price Agreement effective July 1, 2026, through June 30, 2029, with the District retaining the option to extend the contract for additional one-year terms, with a total anticipated contract term of up to approximately ten years. A pre-proposal conference is not mandatory.

Pricing for all portrait packages and optional services must be clearly detailed and remain fixed for the initial three-year contract term and through June 30 of each renewal year. Vendors must include a low-cost basic package option to ensure affordability and accessibility for families of varying economic circumstances. Annual price increases beyond the initial three-year term shall not exceed the prior year's percentage increase in the applicable Consumer Price Index (CPI-U) for the Western Region, though the District may consider higher increases if justified by documented actual cost increases or industry-specific market conditions. The vendor is responsible for all collections, accounting, money handling, and delivery of completed portraits within forty days after photography. Critical to this solicitation are comprehensive data security and privacy requirements, including FERPA compliance, secure digital storage with restricted access, role-based access controls for the District and individual schools, and compliance with or willingness to execute the Standard National Data Privacy Agreement (NDPA). The evaluation will be weighted heavily toward data security and privacy (35 points), with additional points allocated for experience and qualifications (15 points), technical approach and service delivery (15 points), and price (35 points), for a total of 100 points, with potential interviews worth an additional 20 points.
