About this file
This Request for Proposal (RFP) #2025-RFP-230 is issued by the City of New Haven, Connecticut, seeking qualified vendors to provide a comprehensive school bus stop arm camera enforcement equipment and services solution. The project aims to implement live digital video monitoring systems to enhance student safety by detecting and documenting school bus stop arm violations. The RFP covers the complete installation, implementation, and operation of a turnkey monitoring system for approximately 300 school buses in the New Haven Public Schools fleet. Vendors are required to provide camera systems, back-office processing services, citation issuance, and related technological infrastructure. The solicitation was released on May 23, 2025, with responses due by June 24, 2025, at 11:00 am, and the contract term is set for three years with no renewal options.
The City anticipates the project will have no direct out-of-pocket costs and expects vendors to propose a revenue-sharing model where a minimum of 10% of fine revenue is retained by the City. Pricing should be per bus, regardless of make, model, or age, with the City reserving the right to add or delete buses from the fleet. The RFP emphasizes compliance with Connecticut State laws, particularly Public Act No. 24-107, and requires vendors to provide comprehensive services including equipment installation, maintenance, violation processing, citation mailing, data management, and customer support. The evaluation will be based on technical merit, with criteria including contractor qualifications, system capabilities, implementation plan, and service levels, with technical considerations weighted more heavily than cost.
