About this file
This document is an agenda item for a Hillsborough County Public Schools (HCPS) School Board Meeting on April 16, 2024, regarding a Request for Proposal (RFP) #20155A-DST-KJ for Supplemental Nursing Staff Services. The proposal seeks approval to increase expenditures for multiple vendors providing nursing personnel to fill school Registered Nurse (RN) and Licensed Practical Nurse (LPN) openings across district sites. The supplemental nursing staff services are intended to temporarily fill nursing positions while the district conducts permanent hiring processes, addressing critical nursing vacancies and supporting student health needs.
The financial impact of this contract is significant, with proposed costs of $10,500,000 annually for 2023-24 and 2024-25, a substantial increase from previous years (e.g., $6,589,638 in 2022-23 and $3,715,900 in 2021-22). The increase is driven by the overwhelming number of community healthcare partners offering nearly double HCPS's pay rates, resulting in nursing vacancies and increased health needs of students. The document includes a detailed breakdown of nursing positions, showing 372 total district positions with 158 vacancies, and a comprehensive chart comparing costs across multiple nursing agencies, with agency rates ranging from $29.00 to $56.70 per hour compared to HCPS's internal rates of $25.41 to $36.23 per hour.

Approve the Increase in Expenditures for Multiple Vendors – RFP #20155A-DST-KJ Supplemental Nursing Staff Services
DESCRIPTION:
On Tuesday, December 15, 2020, the Board approved RFP #20155A-DST-KJ for Supplemental Nursing Staff Services with multiple vendors. Subsequently, on April 19, 2022, the Board approved an increase in expenditures. This agreement is with staffing firms experienced in supplying nursing personnel to perform highly skilled specialized nursing services and school nursing related services for students in a variety of settings, including district school sites and field trips.
GAP ANALYSIS:
Due to the overwhelming number of community partners that employ nurses at almost double Hillsborough County Public Schools (HCPS) pay rate, the significant increase in nursing vacancies and the sharp rise in the health acuities and needs of our students, this has resulted in the need to contract with more nursing agencies. Those nursing agencies' cost per nurse, and rates continue to increase (see chart below).
HCPS continues to explore options to recruit, retain and train qualified nurses to meet the health needs of our students. The following chart illustrates the current number of nursing vacancies, the breakdown of nurses along with pay rates with the contracted nursing agencies as of March 22, 2024.

PREVIOUS OUTCOMES:
Supplemental nursing staff services have been successfully used to temporarily fill school Registered Nurses (RN) and Licensed Practical Nurses (LPN) openings at district sites, while the sites go through the hiring process to fill the opening permanently.
EXPECTED OUTCOMES:
HCPS will continue to provide the highest level of supplemental nursing services for our students. This additional expenditure will allow HCPS to maintain our current health services and support the increased need for supplemental Nurses across the district as Nurses retire and/or leave for higher paying positions in the private health care sector.
RECOMMENDATION:
Approve the Increase in Expenditures for Multiple Vendors – RFP #20155A-DST-KJ Supplemental Nursing Staff Services.
