Addendum 3 to RFP 25349-RFP-DST: Supplemental Nurse Staffing Services
This document is an addendum issued by Hillsborough County Public Schools (HCPS) in Florida on August 25, 2025, modifying the Supplemental Nurse Staffing Services RFP 25349-RFP-DST. HCPS seeks qualified vendors to supply Advanced Practice Registered Nurses (APRNs), Registered Nurses (RNs), and Licensed Practical Nurses (LPNs) to provide nursing services at designated school locations and affiliated sites throughout Hillsborough County. The services support eligible students in accordance with the School Health Services Act and the Individuals with Disabilities Act (IDEA). Proposals were due August 29, 2025, at 3:00 PM. The initial contract term commences after School Board approval and continues through the first anniversary month, with potential automatic renewals for up to four additional one-year periods, expiring on December 15, 2025, with no additional renewals available. Staff must provide services at 7.5 hours per day or 37.5 hours per week, following the school calendar, and respond to service requests within 48 hours of notification.
Addendum 3 clarifies critical contract requirements and eliminates provisions allowing subcontractors—subcontracting is now prohibited. Vendors must maintain a physical, permanent office within the Tampa Bay area (Hillsborough, Pasco, Polk, Pinellas, or Manatee counties) and possess a Florida Medicaid license or multi-state compact license to bid on any services, including non-medically fragile cases. The estimated annual budget is $11,650,000, funded 10 percent by IDEA ($1,150,000) and 90 percent by state and local sources ($10,500,000), with an estimated 183 RN and 41 LPN vacancies requiring approximately 1,640 annual hours per category. Contractors must bill private insurance first, followed by other funding sources including Medicaid, with HCPS providing no supplemental payment for services covered by insurance or Medicaid. HCPS currently contracts with eight supplemental staffing nursing agencies and anticipates awarding contracts to multiple vendors based on ranked proposals, with assignment prioritization given to the highest-ranked vendor followed by alternate vendors. Currently, twelve students require 1:1 nursing services. All contractors must submit complete documentation for Medicaid billing, maintain records in the district's Focus software system, and ensure all staff meet minimum qualifications before HCPS conducts interviews and placements; candidate resumes are not required at proposal submission.

The following questions and answers are provided as a matter of information to clarify issues raised regarding the competitive solicitation. To the extent that changes to the competitive solicitation are required based on the questions received, the competitive solicitation has been modified as noted above in the competitive solicitation section of this addendum.
Question Answer
1) For the office location, we currently have a virtual office in Tampa, as no direct services are performed in our office. We will also rent office space for nurse trianings, will that suffice for a local office?
2) We are currently operating on a piggy back contract, are we required to submit if we want to maintain providing services for the 2025-2026 School Year?
1. There needs to be a physical, permanent office. See Sec. 3.2.6 of the RFP.
2. The piggyback agreement has its own expiration. This new RFP solicitation contains different terms from the piggyback agreement. Vendors must submit a proposal to be considered for this RFP. Each proposal will be evaluated accordingly.
As the vendor, are we required to bill medicaid, or will HCPS pay the invoice and get reimbursed by medicaid?
The Contractor must bill private insurance, followed by any other funding source, including Medicaid. HCPS will not provide funding for later reimbursement. See Sec. 1.7.2.
Are all of the documentation / samples required in the proposal submission on pages 9-10? If so, what would suffice as a "sample care plan" Would this be our Charting notes?
The Contractor is required to have RN or APRN-created Care Plans if using LPNs for services. The RNs or APRNs are responsible for delegation and supervision of your agency staff. If it is an RN or APRN from your agency, they are responsible for creating student Care Plans.
Hillsborough County Public Schools Page 2 of 14 25349-RFP-DST Supplemental Nurse Staffing Services
If we do not currently have a medicaid license in FL, would we be able to bid on the other services IE; non medically fragile cases?
No, the vendor must have a Florida or Florida containing multi-state compact license.
1) For some of the items like confirming, we will provide back up when an ESC is out, do you want us to do a write up in the bed or just acknowledge that? Similar to the services- do you want an acknowledgment or a write up?
2) Can we provide a redacted copy for trade secrets or do those items need to be in a separate document and left completely out of our proposal?
1. A write-up is required.
2. This is a public Sunshine Law State of FL bid. Everything must be transparent and clearly written with no omissions.
1) As stated on page 17 no zero points are offered for small business utilization. Does that mean that we need to subcontract 10% to 19% if we are not a small business?
This RFP is partially federally funded, and as such, points will not be given to any vendor or subcontractor registered under the Small Business Encouragement Program. For further details, please refer to Section 2.5.1 and page 1 of the RFP.
1) Do we answer the questions directly from the form or submit a seperate technical proposal- ie:
minimum qualifications states "write below" Do we answer directly on the RFP for , or submit a seperate document?
You may submit a separate document; please ensure it is labeled accordingly.
We are currently registered in vendorlink, but are unable to find the substitute W-9 or the HCPS Vendor form. Would the district be able to confirm if this is required prior to bidding, or if we will be requested to submit this upon award?
If prior to submission, can you advise where we can find the vendor registration form?
Substitute W-9 is included in the RFP document. See Se. 4.1.1 of the RFP page 26.
What are any challenges or pain points with the present contract vendors?
This competitive solicitation will expire on December 15, 2025, with no additional renewals available. HCPS is not reporting any qualms with the current awardees.

In section 1.7.2, it states, "The Contractor agrees to: bill Medicaid as the first insurer for evaluation and services for Medicaid eligible students when applicable. Payment for each student will be reviewed individually". As a staffing company are you requesting that we be the primary insurer and our staffing company bill Medicaid? Or would we be able to have our nurse staff be the first insurer and bill Medicaid through them?
The Contractor must bill private insurance, followed by any other funding source, including Medicaid. HCPS will not provide funding for later reimbursement. See Sec.
1.7.2.
Vendor Follow-up question: Per Row 3 of the Q&A Excel Document published by the County, “The Contractor must bill private insurance, followed by any other funding source, including Medicaid. HCPS will not provide funding for later reimbursement.
See Sec. 1.7.2.” Both the RFP and Q&A refers to school nursing/health room nursing services included with the services resulting from this RFP, however, school nursing services would not be billable on a patient’s private insurance and/or Medicaid.
Please clarify if HCPS (or any other entity) will be billed for school nursing and health room nursing services.
Answer: Yes, nursing services provided in schools are Medicaid and private insurance-billable. Contractor must not bill HCPS for the same services that were submitted to Medicaid and private insurance for payment.

4) Are their action items for the "statement of Assurance" to be submitted in the bid?
1&2. The Contractor must respond within 48 hours. See Section
1.7.5 of the RFP - Service Level. HCPS shall provide the Contractor a list of needs and/or changes for services. The Contractor shall provide the requested service levels within 48-hours of email notification. If HCPS reduces the level of service for a student, HCPS staff will provide written notice of the reduction changes.
3. The bid does not require bidders to submit sample logs. Please refer to RFP Sec. 1.7.3 RN and LPN Requirements (page 7) - Maintain records required by HCPS in compliance with the school health program. These may include, but not limited to, daily and weekly logs/service counts, any HCPS-required school health forms, IEPs, 504 plans, release of information related to delegated medical care, physician authorizations for medications and services utilized within the school health program, plans of care and other records. Page 11, under section 1.10 "QUESTIONS TO VENDORS": If we select "NO" to the question "Are you able to bill Medicaid and other Florida insurance carriers for nursing services?", will that automatically disqualify us for an award?
A proposal must meet the minimum qualifications to be considered responsive. Only responsive proposals will be evaluated. The Evaluation Committee will score each responsive proposal, and the responses received based on the established criteria. Please refer to Sections 2.5 and 3.2 of the RFP for additional details.
