About this file
This is a Schedule C Specifications document for a Request for Proposal (RFP No. 200000001424) issued by the State of Michigan Department of Natural Resources (DNR) for the delivery and dumping of topsoil at Milliken State Park. The project requires contractors to supply and transport fertile, friable sandy loam topsoil from off-site sources to a single location at 1900 Atwater, Detroit, Michigan 48207. The topsoil must meet strict particle size distribution requirements, with 100 percent passing through a 1-inch screen and specific percentages passing through smaller sieves, along with a pH range of 6.5 to 8.4 and organic content between 4 and 20 percent. Contractors must be responsible for unloading topsoil into designated stockpiles, managing traffic and pedestrian access, cleaning up any soil material tracked onto local streets and sidewalks, and bearing liability for any damage to private or public property. The DNR will handle the spreading of topsoil onto existing subgrade and will assist with traffic and pedestrian flagging during delivery.
The contractor must submit comprehensive laboratory test reports prior to proposal submission for approval by the Landscape Architect, including testing of fertility parameters, physical properties, supplemental testing for problem salts and heavy metals, and specific recommendations for soil treatments and amendments. All testing must be conducted by an independent laboratory or university laboratory recognized by the State Department of Agriculture, with samples analyzed according to ASTM standards and USDA guidelines. The specifications require soil sampling at a rate of one sample per acre of excavation site, with composite samples taken across the full depth of the proposed source. Topsoil units failing to meet the specified requirements will not be approved for use on the project.

PRODUCTS
MATERIALS
N. Topsoil:
Topsoil for landscape work shall be a fertile, friable, sandy loam surface soil without admixture of subsoil. Topsoil does not need to be screened through a mechanical plant but must be free of stones larger than 2 inches in any dimension, stumps, trash, debris, and other materials deleterious to plant growth.
Particle Size Distribution of Topsoil:
Sieve Designation
Percent Passing
1-inch screen
100
1/4-inch screen
97 - 100
No. 10 U.S.S. mesh sieve

a. Percentages shall be based on dry weight of the sample.
The pH range shall be 6.5 to 8.4. Topsoil that does not meet this pH range shall not be approved by the Landscape Architect.
Organic content shall not be less than 4 percent and not greater than 20%.
SOURCE QUALITY CONTROL:
O. Laboratory Test Reports:
The Contractor agrees to conduct topsoil testing for each soil test unit as follows:
a. Existing off-site location(s): 1 sample per acre of site to be excavated.
b. On-site soils shall not be utilized in accordance with the Due Care Plan.
Submit all test reports as an attachment with proposal in SIGMA VSS for Landscape Architect approval. Topsoil units that do not meet the soil requirements specified under this section will not be permitted for use as Topsoil.
Fertility: For each unamended soil type, test topsoil for organic materials, pH, phosphate, potash content, calcium, magnesium, zinc, iron, and manganese.
Physical Properties: Determine percent sand, silt and clay and textural classification (USDA) by hydrometer method. Identify all foreign materials such as rock, roots, and vegetation.
Supplemental Testing: Report presence of problem salts, minerals, or heavy metals, including but not limited to aluminum, arsenic, barium, cadmium, chromium, cobalt, lead, lithium, and vanadium. If such problem materials are present, provide additional recommendations for corrective action. If any heavy metal exceeds state listed background levels for human contact, soils will not be approved for use on site.
Recommendations: Based on the test results, the independent testing laboratory shall state recommendations for soil treatments and soil amendments to be incorporated. List recommendations in weight per 1000 square feet for turf area and volume per cubic yard of planting mix. Recommendations shall include; nitrogen, phosphorus, and potash nutrients and all soil amendments to be added to produce the specified topsoil material satisfactory for the long-term growth of the specified plants and turf.
EXECUTION
FIELD QUALITY CONTROL
P. Sampling: Each sample shall be a composite of five to seven subsamples taken the full depth of proposed source for each acre of surface area. Topsoil test reports shall be accompanied with each sample unit for review and approval by the Landscape Architect.
