About this file
This is a Schedule C specification document for the Michigan Department of Transportation (MDOT) regarding ArcGIS Online (AGOL) requirements for the Culvert Rehabilitation and Drainage Restoration, as Needed contract. The contractor must utilize AGOL, a comprehensive Geographic Information System software platform owned by ESRI, to track contract activity, assign work orders, monitor services, and maintain required information in the MDOT database. MDOT will generate work orders in AGOL specifying service locations and due dates, and contractors must use the system to check for new requests, view locations and deadlines, update work order status, communicate progress with the agency, and submit electronic reports with location coordinates identified monthly and yearly. The contractor is required to have mobile smart devices with cellular connections, location services, and photo capabilities to access AGOL applications. All essential contractor employees must complete mandatory training provided free of charge by MDOT prior to beginning work, and the contractor may use existing AGOL credentials or accept new credentials provided by MDOT for database access and interfacing with the map.
There are no installation or setup costs for AGOL; however, the contractor may incur data usage charges. All costs associated with mobile devices and cellular connections are the contractor's responsibility, as MDOT will not provide computers or smart devices. MDOT will periodically back up the shared map database and monitor changes, with specified limitations on what information the contractor and MDOT can modify within the AGOL database. AGOL is accessible through Google Chrome or Firefox browsers on desktop computers and through free applications on smart devices. The contractor acknowledges receipt of Schedule C and agrees to comply with all AGOL requirements and usage specifications as a condition of contract performance.

SCHEDULE C – ARCGIS ONLINE (AGOL)
Background Geographic Information System (GIS) is a visualization of data in a map. ArcGIS Online (owned by the company ESRI), commonly abbreviated as AGOL or AGO, is a comprehensive software platform for creating, sharing, and analyzing maps and data. AGOL automatically coordinates information when data is entered in the GIS map.
AGOL can be accessed on desktop computers via Google Chrome or Firefox (Internet Explorer or Edge browsers must not be used), or on connected smart devices – smart phones and tablets – via free applications.
MDOT is responsible for developing, deploying, and maintaining AGOL with applicable app.
Use of ArcGIS Use of AGOL will be required for providing location, tracking contract activity and assigning Work Orders. The Contractor must use AGOL software to track, monitor, and record all required information in the MDOT database. MDOT will provide user credentials to the Contractor for access to the applicable database. If the Contractor has existing AGOL credentials, these can be associated with the databases for the Contract.
A. MDOT and Contractor will share the same map database. The database will be backed up by MDOT periodically to monitor any changes. Data points from the map can be extracted and used for reporting and invoicing purposes. There will be limitations on what information MDOT and/or the Contractor can modify in the AGOL database.
B. The Contractor will utilize AGOL applications to view and locate work assignments; and record performed services as directed by MDOT.
Device Requirements The Contractor must have mobile smart devices with cellular connections, such as phones or tablets, which must have both location services and photos enabled. Devices must be able to access and install the latest version of AGOL applications.
Any costs associated with mobile devices are the responsibility of the Contractor; MDOT will not provide computers or smart devices for the Contractor's use.
Installation and Set-Up Installation and Set-up of AGOL is at no cost. However, the Contractor may incur applicable data charges for usage.
AGOL is available through the Internet via Google Chrome or Firefox. (Internet Explorer or Edge should not be used to access AGOL.) AGOL can be used on multiple existing computers or smart devices assigned to Contractor’s staff/personnel.
If the Contractor already has an AGOL account with user credentials, the existing credentials may be associated with the database/web map and other developed applications for the Contract. If the Contractor does not already have AGO user credentials, MDOT will provide these to the Contractor for access to AGO, for interfacing with the map and for downloading data to facilitate payment processing.
Training MDOT will provide training, free of charge to the Contractor, on how to use the AGOL interface for computers (via the Internet) and for smart devices via free and installed apps. The Contractor must know or bring all necessary access to each computer and smart device to the training, including usernames and passwords, Apple IDs, etc. This training will take place at a mutually convenient location. It is required for all essential Contractor employees to complete this training prior to beginning work. Essential Contractor employees include personnel who will be entering information into the map database in the field or extracting the data for invoicing purposes. MDOT will provide ongoing assistance to the Contractor for the AGOL software, as needed.
Service Orders MDOT will generate Work Orders in AGOL to request services. Work Orders will provide requested service location(s) and will be considered written approval to perform work.
The Contractor must utilize AGOL for the following functions:
A. To check for new requests from MDOT.
B. To view locations and due dates on Work Orders C. To update the status of previous Work Orders.
D. To communicate progress/status with the Agency.
E. To submit Electronic Reports: monthly and yearly reports with location identified by coordinates.
The Bidder has read Schedule C; and if use of ArcGIS (AGOL) is requested by MDOT, Bidder agrees to comply with the requirements and use of ArcGIS (AGOL) as stated in this Schedule.
