About this file

This is a pricing schedule (Schedule B) submitted as part of a Request for Proposal (RFP No. 190000001319) issued by the State of Michigan for Aerial Fire Detection Services. The proposal solicits pricing for pilot services and aircraft operations across three distinct detection areas: Detection Area 1 covers the Cadillac Area (Benzie, Grand Traverse, Manistee, Missaukee, Kalkaska, and Wexford Counties); Detection Area 2 covers the Gladwin Area (Clare, Gladwin, Isabella, Mecosta, Midland, and Osceola Counties); and Detection Area 3 covers Southwest Michigan (Newaygo, Mecosta, Muskegon, Montcalm, Kent, Ottawa, Ionia, Allegan, and Barry Counties). Contractors must provide hourly rates for pilot services and aircraft separately, with combined total hourly costs for each detection area.

Contractors must submit pricing in a modifiable format such as Microsoft Word or Excel, though additional non-modifiable formats such as PDF are acceptable; failure to comply with submission requirements may result in proposal disqualification. All price proposals must include comprehensive costs encompassing one-time setup charges, fees, and all potential costs to the State. The contractor is encouraged to offer quick payment discount terms by specifying a percentage discount if payment is received within a stated number of days after invoice receipt, excluding processing time. Contractors must certify that prices were developed independently without consultation or agreement with competing contractors.
