About this file
This Statement of Work from the State of Michigan outlines requirements for the Intercity Bus Program providing daily bus service connecting residents and communities in Michigan's upper and lower peninsulas. The program covers five specific routes: Sleeping Bear (Grand Rapids to St. Ignace), Straits (East Lansing to St. Ignace), Huron (Bay City to St. Ignace), Hiawatha (St. Ignace to Ironwood), and Superior (Hancock to Escanaba). The contractor must provide daily service including holidays, maintain state-funded vehicles, secure ticketing agents, provide online ticketing systems, ensure ADA compliance, and coordinate schedules with other carriers. The service must connect to the national bus system and other transportation modes where practical.
The contract will be funded through Federal Transit Administration (FTA) Section 5311(f) funds and Michigan Comprehensive Transportation funds, with payments made monthly based on a fixed price regardless of contractor costs, ridership, or unredeemed ticket sales. State-funded vehicles must be used exclusively for scheduled regular route service, with all vehicles being lift-equipped and ADA compliant. Historical data shows that in 2018, the five routes collectively operated 962,662 miles and served 51,385 riders. The contractor must maintain lease agreements for the bus station in Saint Ignace, with the carrier operating the most routes holding primary responsibility for the lease if multiple carriers are awarded routes.
