About this file
This is a Statement of Work (SOW) issued by the Michigan Department of Natural Resources (DNR) as part of Request for Proposal No. 1800000011 for the procurement of Northwest Marine Technology Decimal Coded Wire Tags. The DNR tags approximately 1,000,000 fish annually at several state fish hatcheries as part of federally-funded research and currently operates twelve Northwest Marine Technologies Mark IV Automatic Tag Injector units. The requested products are magnetized stainless steel wire tags measuring 0.25mm in diameter, marked with rows of digital numbers denoting specific batch or individual codes, in standard length and decimal format, fully compatible with the Mark IV Automatic Tag Injector. The RFP is brand-specific, requiring products from Northwest Marine Technology only, and bidders must be either the manufacturer or an authorized dealer/distributor. Contract deliveries must be completed within 90 calendar days from receipt of order and can be made to any of six designated Michigan fish hatchery locations: Wolf Lake, Platte River, Oden, Thompson, Marquette, or Harrietta State Fish Hatcheries.
Pricing must be firm for a 365-day pricing period beginning on the contract's effective date, with any adjustments requiring written documentation of actual cost changes and mutual agreement by both parties. The State will make all payments by Electronic Funds Transfer (EFT) only, and invoices must include the purchase order number, quantity with numeric tag code breakdown, unit price, shipping cost, and total price. Liquidated damages are assessed at $5,000 plus an additional $100 per day for late or improper completion. Bidders must provide detailed responses regarding warranties, quality assurance programs, recall procedures, delivery programs, order verification controls, transportation methods, reporting capabilities, environmental considerations, and hazardous chemical identification. The contractor must designate a specific representative and key personnel assigned to the State account, available to respond to inquiries within 24 hours, and must disclose any intended subcontractors with complete information regarding their qualifications and contracted activities.
