About this file
This document is a Schedule A - Statement of Work for a Request for Proposal (RFP) issued by the Michigan Department of Natural Resources (DNR) for a factory rebuilt or factory overhauled Lycoming IO-540-AB1A5 aircraft engine. The engine is required to replace the current engine on a 2000 Cessna 182S aircraft that is approaching its Time Between Overhaul (TBO) limit. The engine must be delivered to the Roscommon Forest Fire Experiment Station in Roscommon, Michigan. The RFP requires the contractor to provide detailed information on product specifications, warranties, recall procedures, quality assurance programs, delivery timelines, security measures, and other requirements. Responses to the RFP must be submitted, and a virtual meeting will be held within 15 business days of contract award to discuss shipping and return of the core engine.
The RFP specifies that pricing must be firm for the entire length of the contract. It also outlines acceptance and inspection procedures, invoice requirements, and payment methods. Additional requirements include the provision of a Material Safety Data Sheet for any hazardous chemicals, disclosure of mercury content, brominated flame retardants, and per- and polyfluoroalkyl substances (PFAS) in the products. The contract will be awarded as a Purchase Order, and the successful contractor must appoint a dedicated representative to handle State of Michigan accounts.
