About this file

This document is a presentation regarding NASA's Unified Network and Navigation Operations (UNNO) contract update as of October 26, 2026.

UNNO consolidates legacy Near Space Network (NSN) and Deep Space Network (DSN) operations into a single acquisition to improve cost efficiency, consistent management, and enterprise integration. The contract scope includes communication and navigation services spanning from near-Earth orbit to deep space (approximately two million kilometers from Earth), encompassing the Goldstone Deep Space Communications Complex, TDRS space relay operations at White Sands Complex, direct-to-Earth ground stations, and interfaces with international facilities in Madrid and Canberra. Beyond legacy operations, UNNO will inherit capability development projects including Communications Services Project (CSP), Network Extension for User Continuity and Sustainability (NEXUS), Lunar Communications Relay and Navigation Services (LCRNS), Lunar Exploration Ground Segment (LEGS), DSN Aperture Enhancement Program (DAEP), commercial services integration, and Flight Dynamics Services support.

The anticipated contract is structured as a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) for non-commercial services with an eight-year term (five-year base with three one-year options). The evaluation methodology emphasizes Highest Technically Rated Fair and Reasonable Price, with technical ratings based on Mission Suitability and Past Performance. Key milestones include Draft RFP closure on January 12, 2026, proposals due April 12, 2026, and contract award targeted for August 10, 2026. The procurement employs a Statement of Objectives (SOO)-driven approach with six primary objectives addressing mission continuity, unification efficiencies, safety and health integration, capability development integration, commercial services coordination, and cybersecurity standardization. NASA conducted industry engagement including an Industry Day with 117 attendees and an RFI that garnered 41 responses; the team plans continued engagement through site visits and additional industry days prior to RFP release.

6Pre-decisional

UNNO Goals

Goal What It Means How We Would Know

1. Mission continuity Services do not degrade — during transition or in steady state. Includes readiness to support Artemis and other critical events

Availability and proficiency standards sustained without interruption through transition; no mission impact attributable to the change

2. Efficiency in Contract Execution Consolidated management. Standardized interfaces, protocols, scheduling, and onboarding regardless of where it flies

A single onboarding path and common interface documentation; missions no longer navigate parallel constructs

3. Lower and more predictable cost Reduce cost through common systems, tools, and processes — and make what remains predictable, consistent with EO 14402

Fixed price for stable recurring work; clearly defined and incentivized transition plan to increased fixed price scope

4. Manage as an integrated whole Enterprise coordination, consistent governance, seamless integration of new capabilities and expanded commercial services

Key performance indicators tracked across the integrated network; consistent reporting and one accountable performer for network operations

5. Improve, not just sustain The contractor is chartered to bring forward ideas — automation, digitalization, and better methods — not only to execute the baseline

Demonstrated improvement in reliability, cycle time, or cost; new missions, providers, and services integrated without bespoke effort

UNNO exists to deliver reliable, efficient, secure, and innovative communication and navigation services.

7Pre-decisional

UNNO Scope (Legacy DSN) Communication and navigation services beyond approximately two million kilometers from Earth.

For UNNO the focus is CONUS DSN Operations — with a continuing interface to the international sites.

Follow-the-Sun Operations

Each complex is responsible for management of the full DSN communication network. A single complex monitors and controls all DSN connections during its location’s daylight hours, with handovers between complexes at approximately the change in prime shift.

In scope under UNNO

• Goldstone Deep Space Communications Complex

• DSN technical engineering support staff

• Global logistics support

• Operations in support of all NASA deep space missions

• Maintenance of 34-meter and 70-meter antennas and supporting subsystems

International complexes

• Madrid and Canberra operations and maintenance are obtained through international agreement — not under this contract

• The contractor provides global logistics coordination support to the worldwide DSN footprint

• Interface with international sites for consistency of upgrades and efficiencies

• Complexes are being upgraded to meet Artemis requirements while sustaining the science mission set

Functional Construct Set (FCS) Overview

A Functional Construct (FC) describes the functional performance needed to maintain continuity of network services.

It establishes the foundational activities the Contractor must address to meet the contract.

Contractor Guidance A Functional Construct provides guidance to the Contractor to ensure that all essential functional areas are addressed.

Integration into the PWS and SOW The FC directly informs and shapes the Contractor generated Performance Work Statement (PWS) and Statement of Work (SOW), particularly the functional elements that must be incorporated.

Requirement Logic The Contractor may respond with alternate requirements to show that the objectives or intent of the FCs are satisfied. Traceability Matrices will be used to show how the objectives and intent map to the PWS and SOW.

Application of “Shall” Statements Because FC is a performance statement, it is expressed using “shall” statements to show the relationship to the PWS and

SOW.

1.7 Facility Operations

− Maintain hardware and software assets to ensure continuous network operations, resiliency, and targeted improvements. Identify prioritized sustainment tasks with network uptime return on investment.

21Pre-decisional

UNNO-SOO-02 Expected Result

2.1 Unification Efficiencies. Elimination of duplication created by parallel NSN and DSN management structures — consolidated management systems, common tools and processes, consolidated training and certification programs, unified reporting, and a single set of integrated plans in place of parallel network-specific plans.

2.2 Configuration Commonality. Configuration of underlying layers of hardware, operating systems, applications, scripts, settings, and tailoring made similar across SCaN One Network systems to facilitate reuse and eliminate duplication.

2.3 Standardized Mission Interfaces and Onboarding. A standardized interface experience for missions, with standardized interfaces, protocols, and data exchange across the integrated networks to the maximum extent practicable, reducing per-mission integration cost and cycle time. A simplified concept-of-operation and onboarding construct that reduces per-mission customer interfaces and reduces cost over time to cover the mission set.

2.4 Automation and Digital Transformation. Automated collection and reporting of contractor progress, network health, Discrepancy Reports, status, and network metrics — reducing manual reporting labor while increasing Government insight. Automation of routine operational configuration, monitoring, scheduling, and product generation where it demonstrably reduces cost or risk without reducing reliability.

2.5 Sustainment and Obsolescence Discipline. A single integrated Sustainment Plan with an annual assessment capturing the basis of estimate for Non-Recurring Engineering (NRE), design, implementation, testing, and fielding of each candidate item, described in sufficient detail that labor, cost, and schedule impacts can be estimated without significant rediscovery effort. Sustainment items shall be ranked in priority order and supported by risk and life-cycle cost-benefit rationale to inform the Government's annual five-year budget formulation.

2.6 Supply Chain and Logistics Efficiency. Integrated Supply Chain Management (ISCM) capability spanning both networks, including reliability/maintainability analysis, early obsolescence identification and escalation, common sparing philosophy, and consolidated global logistics coordination.

2.7 Continuous Improvement as a Standing Obligation. Established, documented, and implemented processes to improve performance, reduce cost, and increase customer satisfaction, with improvement opportunities and realized savings reported at recurring management reviews. The Government expects the contractor to bring forward ideas for improvement proactively rather than solely in response to direction.

22Pre-decisional

UNNO-SOO-03 Expected Result

3.1 A Genuine Safety-First Culture. A workplace culture in which personnel are empowered to identify unsafe conditions and exercise stop-work authority when conditions present imminent danger to personnel, property, or operations — with work placed in a safe condition, appropriate notification made, and resumption only upon authorization by the appropriate authority. Hazard reporting, employee involvement, mutual accountability, and procedural compliance shall be encouraged without fear of reprisal.

3.2 Integrated Safety, Health, and Environmental (SHE) Program. A comprehensive SHE program integrating environmental compliance, occupational safety, and worker health protection across all locations where contract work is performed — Government-controlled and contractor-controlled alike — in accordance with applicable international, Federal, state, and local requirements; environmental Executive Orders; NASA Procedural Requirements; and Center directives.

3.3 Hazard Control Commensurate with Risk. Identification and control of hazards associated with maintenance, testing, construction-like activities, facility modifications, transportation, material handling, machine operations, hazardous energy (lockout/tagout), electrical systems, elevated work (including antenna structures and aerial work platforms), confined spaces, pressure and cryogenic systems, hazardous materials, high-power RF radiation, laser operations, fire hazards, and environmental conditions.

3.4 Qualified and Current Personnel. Personnel that are trained, qualified, certified, medically cleared, and otherwise authorized before performing hazardous, specialized, or regulated work.

3.5 Rigorous Reporting and Investigation. Routine workplace inspections; prompt reporting, documentation, and investigation of incidents, injuries, illnesses, close calls, and unsafe conditions; preservation of evidence; determination of root causes and contributing factors; and corrective actions tracked to closure, consistent with NPR 8621.1 and Center anomaly notification requirements.

3.6 Extended Enterprise Safety. Flow-down of applicable safety requirements to subcontractors, vendors, temporary personnel, and visitors, with hazard communication, control verification, and oversight commensurate with activity risk.

3.7 Mission Assurance Integration. An integrated Mission Assurance Program applying disciplined processes for risk management, quality assurance, reliability, readiness, anomaly resolution, corrective action, and continuous improvement — with mission assurance considerations incorporated into hazard analyses, work planning, change implementation, and operational decision-making.

23Pre-decisional

UNNO-SOO-04 Expected Result

4.1 Early and Continuous Operations Participation in Capability Development (CapDev). Operations engagement across the CapDev workflow — from unmet-need capture and requirements/CONOPS refinement through the CapDev Control Board decision points, formulation memorandum, implementation strategy and capability roadmap, and ultimately the Operational Readiness Review decision — such that operability, sustainability, staffing, and lifecycle cost considerations are reflected in the delivered design rather than discovered at handover. The Government's expectation, consistent with CapDev tenets, is that no capability is received into operations without a demonstrated user commitment and a defined operational home.

4.2 Disciplined Transition-to-Operations. A repeatable, documented transition process covering entry and exit criteria, ORR support, verification and validation, interface control documentation, operations and maintenance procedure development, operator and maintainer training and certification, spares and sustainment baseline, security authorization, and formal operational acceptance. Transition schedules shall be integrated with mission need dates and with the network's existing operational commitments.

4.3 Integration Across All Three Regimes. Capabilities delivered for Earth, cislunar, and Mars/deep space regimes shall be integrated into a single service model, so that a mission experiences one service interface irrespective of regime, network, or provider, including missions whose trajectory crosses regime boundaries.

4.4 Enterprise Service Management as the Integration Spine. New capabilities shall be integrated through the common Enterprise Service Management framework — common scheduling, monitoring, data management, service accounting, and reporting spanning Government and commercial providers — rather than through capability-unique interfaces.

24Pre-decisional

UNNO-SOO-05 Expected Result

5.1 Demand and Capacity Management Across Government and Commercial Assets. An integrated, forecast model to identify the balance of commercial services to augment the mission portfolio demand matched against available Government-owned and commercially contracted capacity.

5.2 Effective Use of the Commercial Aperture Portfolio. Augmentation of UNNO capacity through use of the commercial antenna portfolio available under commercial services, with no organizational conflict of interest, across the Earth-proximity, GEO-to-cislunar, and beyond-cislunar subcategories.

5.3 Establishment of Provider and Mission Interfaces. Establishment and sustainment of the interfaces required for commercial providers and missions to operate through the Government's scheduling and cloud interfaces.

5.4 Continuity Across Service Region Boundaries. An operational and scheduling approach for missions whose trajectory or transfer crosses the near-space subcategory boundaries, and for missions that transition between commercial and Government providers or between near-space and deep-space support, with no loss of service, no unplanned mission cost, and no dependence on a single provider.

25Pre-decisional

UNNO-SOO-06 Expected Result

6.1 One Unified Cybersecurity Program. A single Cybersecurity Program covering all systems, networks, applications, devices, services, and data used in contract performance — spanning both information technology (IT) and operational technology (OT), including mission-critical control systems, antenna control, SCADA, and spacecraft command paths. Where NSN and DSN currently apply differing standards, tools, or processes, the Government seeks convergence to a single, defensible baseline.

6.2 Compliance with Current Federal and NASA Standards. Compliance with applicable cybersecurity laws, regulations, standards, and directives, including but not limited to:

Offerors must propose to the current revision of applicable standards; where the reference documentation cites superseded revisions, the current revision governs.

6.3 Authorization and Continuous Monitoring. Obtaining and retaining Authorizations to Operate (ATO); maintaining IT System Security Plans in NASA's system of record; developing, implementing, and maintaining Plans of Action and Milestones (POA&M); and supporting NASA-mandated security audits, the annual Security Assessment and Authorization exercise, and annual penetration testing.

6.4 Interconnection Governance. Management of Interconnection Security Agreements (ISAs) covering service interfaces with external entities not overseen by a SCaN Authorizing Official, including commercial service providers, international partners, and mission operations centers.

6.5 Incident Response. Prompt identification, reporting, containment, investigation, and recovery from actual or suspected cybersecurity incidents, unauthorized access, malicious code events, data spills, and losses of confidentiality, integrity, or availability — with evidence preservation, root cause analysis, and corrective actions tracked to closure.

6.6 Space Asset Protection. Maintenance and exercise of protection strategies for the TDRS space segment and support to NASA end-to-end threat assessments.

6.7 Unified Security Metrics. Monthly reporting of security status and metrics reflecting boundary control, configuration management, contingency planning, incident response, system monitoring, user access control, and vulnerability mitigation — reported on a common basis across both networks rather than in incompatible network-specific formats.

6.8 Supply Chain and Third-Party Cyber Assurance. Flow-down of cybersecurity requirements to subcontractors, suppliers, cloud providers, and external service providers, with contractor responsibility for their compliance and integration into the overall program.
