Line Item Number: N/A
Contract Award Date: September 28, 2020 (Start of Award: October 1, 2020)
Contractor: Green Powered Technology LLC (GPTech)
Description: The United States Agency for International Development (USAID)/Philippines, intends to make a sole source award to Green Powered Technology LLC (GPTech) to complete the construction design and blueprint, including support and construction oversight for eleven agribusiness facilities on the island of Malaita Province in the Solomon Islands. The anticipated completion time for this service is September 30, 2023 at an estimated additional cost of $764,000. The statutory authority permitting this award without providing full and open competition is AIDAR 706.302-70 b.5 Impairment of Foreign Aid Programs, which states that full and open competition need not to be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief and rehabilitation.
Green Powered Technology LLC (GPTech) completed the architectural and engineering (A&E) analyses, feasibility studies, designs, and construction oversight of small-scale infrastructure projects sites in the Solomon Islands. The selection of the final sites requiring the construction oversight of an A&E firm was recently finalized. The extension of the Task Order will afford GPTech the possibility to finalize the construction blueprint and perform oversight of these small scale project constructions. This will also mitigate construction risk by providing Construction and Quality Verification-assurance to the construction sites as required by USAID regulation .
