About this file
This is a Request for Proposal (RFP) #24/25-87 issued by the Town of Manchester, Connecticut, specifically for the Water and Sewer Department's SCADA Telemetry System Study and Survey. The project seeks a contractor to conduct a comprehensive assessment of the town's Supervisory Control and Data Acquisition (SCADA) infrastructure, with the goal of evaluating the current telemetry system's condition, identifying operational deficiencies, and providing recommendations to improve communication reliability and system efficiency. The RFP was released on June 6, 2025, with a deadline for questions on July 2, 2025, and a proposal response deadline of July 9, 2025, at 11:00 am. The project scope includes documenting telemetry components, conducting field surveys across multiple sites including wells, pump stations, and tanks, assessing equipment condition, evaluating communication performance, and reviewing cybersecurity and regulatory compliance.
The evaluation criteria for this RFP are weighted across four key areas: quality of the proposal (20 points), demonstrated experience (20 points), understanding of project scope (30 points), and fee competitiveness (30 points). The town will assess proposals based on these criteria and reserves the right to shortlist vendors and conduct interviews. The project involves multiple SCADA sites across Manchester and parts of Glastonbury, with a comprehensive inventory of 16,500 domestic service lines, 1,047 fire and irrigation services, and an average daily water delivery of 5 million gallons. Proposing firms must provide detailed information about their organization, related experience, staffing, project approach, and any litigation history. The contract will require compliance with the Town of Manchester's Living Wage Ordinance, which mandates specific wage rates for eligible employees, and includes extensive insurance requirements with multiple coverage types and minimum liability limits.

Request For Proposal #24/25-87 Title: SCADA TELEMETRY SYSTEM STUDY AND SURVEY
1. INTRODUCTION
1.1. Summary
The Town of Manchester Water and Sewer Department is seeking a capable and reliable contractor to conduct a comprehensive study and survey of the telemetry system for its
Supervisory Control and Data Acquisition (SCADA) infrastructure in Manchester, CT. The project aims to assess the current telemetry system’s condition, identify deficiencies, and provide actionable recommendations to enhance communication reliability, data acquisition, and operational efficiency.
1.2. Background
The Manchester Water and Sewer Department operates water and wastewater treatment facilities serving Manchester, Connecticut, and portions of Glastonbury and surrounding towns.
The water system includes 16,500 domestic service lines, 1,047 fire and irrigation services, and delivers an average of 5 million gallons of water daily. The water supply consists of seven reservoir impoundments and ten groundwater wells, with a total capacity of 9.8 million gallons per day. The distribution system comprises approximately 260 miles of water mains, ten storage tanks, and five pumping stations. The SCADA system monitors and controls critical assets, including wells (e.g., Well 6, Well 7A), pump stations, tanks, and treatment facilities, relying on telemetry data from sensors and equipment. The department seeks to assess its current telemetry system to guide future upgrades, ensuring reliable communication and operational efficiency.
