About this file

This document is Amendment No. 2 to the Request for Proposals (RFP) for SCADA System Services issued by the Multnomah County Drainage District No. 1. The amendment addresses several questions from potential bidders regarding the current SCADA system, including the use of Cimplicity 9 and Proficy Machine Edition software, the potential replacement of programmable logic controllers (PLCs), and the replacement of the SCADA system hardware and software. The district plans to replace many of the PLCs and the main SCADA computer, and is considering using Emerson RX3i PLCs. The district will require recommendations for PLC selection, SCADA system hardware and software upgrades, and replacement parts. The amendment also clarifies the response time requirements for emergency situations, with a 2-hour on-site response during normal business hours and a 6-hour response during evenings and weekends. Additionally, the amendment revises the cyber insurance coverage requirement from $10,000,000 to $2,000,000.

The SCADA System Services contract opportunity is for supervisory control and data acquisition (SCADA) system evaluation, redesign, installation, and maintenance services in the jurisdictions of Multnomah County and the City of Portland, Oregon. The closing date and time for proposals remains unchanged.

AMENDMENT NO. 2 February 10, 2022

ITB # S-C26014-00002235

SCADA System Services RFP

This amendment modifies the solicitation document(s) only to the extent indicated herein. All other areas not specifically mentioned or affected by this amendment shall remain in full force. This amendment shall be added as a part of the original solicitation document and shall become part of the work required.

Description of Change(s) and Clarifications:

1. Question #1:

The specification indicates that you are using Cimplicity 9, Proficy Machine edition for program and maintenance of PLCs and Win 911. Given that GE doesn’t support any of the PLC’s that you currently have listed, do you want the vendor to provide a recommended replacement PLC or provide the Emerson PLC (Emerson purchased the PLC division from GE).

a. District Response: The District is planning to replace many of the PLC’s and will need recommendations for PLC selection. We plan to replace the main SCADA computer in 2023-2024.

Current thinking is to lean towards using Emerson RX3i PLC,s and plan to design in 2024 and build/buy hardware in 2025. Recommendations for all of these components will be needed.

2. Question #2:

Also given that Cimplicity is a GE product and PLCs are no longer a GE product, do you want to replace the SCADA system as part of the upgrade process?

a. District Response: The District plans to replace SCADA system hardware and will need recommendations for SCADA system hardware and software upgrades.

3. Question #3:

Are you looking for the Consultant to provide recommendations on replacement parts or do you want to continue to use these products?

a. District Response: The District will need recommendations for replacement parts. The District prefers to keep all stations’ hardware similar so spare parts work throughout.

4. Question #4:

Does the 2-hour response mean that the contractor has to physically be on site within two hours? Or are we able to remote into the SCADA and control system within that amount of time to try to accurately assess the problem?

a. District Response: Section 2. Scope of Work of the solicitation describes a number of services required. Many of those can be performed remotely, but some will require on-site work to perform hands-on problem assessment and resolution. Under some conditions, that will require a 2-hour, on-site response. The District prefers a 2-hour response for emergencies during normal business hours, and a 6-hour response time for emergencies during evenings and weekends. Pease provide available response time during business hours, and for evenings/weekends, and if any surcharges would be applied for evening/weekend responses. These are for very rare emergency circumstances that could be triggered by significant weather events.

5. Item #5:

a. District Response: Exhibit 2 Insurance Requirements is revised as follows:

Section 6 Cyber Insurance coverage is reduced from $10,000,00 to $2,000,000.

CLOSING DATE AND TIME:

Closing date and time remains unchanged.
