Question and Answers for S-CA525-07-R-1021
PRE-BID CONFERENCE AND SITE VISIT
CALGARY, DECEMBER 6, 2007 AT 2:00 PM
Question 1: Can the Surveillance Detection office space be part of and incorporated into the guard company’s existing office?
Answer 1: There is no prohibition against a guard company using its existing office space for SD office as long as this use in no way compromises the anonymity and operations security of the surveillance detection program. The requirements for the SD command post are outlined in Exhibit D, section 6. The contractor may provide office space for use as a Command Post, as long as this space is wholly owned, leased and/or operated by the Contractor. It must not be located on US Government property or in US Government facilities. The Contractor must also take precautions to limit contact between the Local Guard Force and Surveillance Detection team, while the Surveillance Detection team uses the facility.
Question 2: In the existing list of surveillance detection equipment, can we bill the USG for replacement equipment?
Answer 2: Per Section 3.4.1, Surveillance Detection Equipment, the USG will pay the contractor a monthly fee for the maintenance and replacement costs of this equipment. The contractor may not bill the USG for any amount other than that listed in Section 3.4.1 Question 3: Will the Consulate provide the radio frequency for use in the contractor-provided two-way radios?
Answer 3: Yes.
Question 4: What is the expected start date of this contract?
Answer 4: April 1, 2008 is the expected start date.
