About this file

This is a Register of Wage Determinations issued by the U.S. Department of Labor Employment Standards Administration Wage and Hour Division for West Virginia counties (Monongalia and Preston), effective December 3, 2025 (Wage Determination No. 2015-4349, Revision 30).

The document establishes prevailing wage rates and fringe benefits for service contract workers across numerous occupational classifications. Wage rates range from $11.77 per hour for Cashiers to $50.81 per hour for Engineering Technician VI, covering over 200 job classifications spanning administrative support, automotive service, food preparation, furniture maintenance, general services, health occupations, information technology, instructional occupations, laundry and dry cleaning, machine tool operations, materials handling, mechanics and maintenance, personal needs, plant operations, protective services, recreation, stevedoring, technical occupations, and transportation/mobile equipment operations. All covered occupations receive mandatory fringe benefits including health and welfare at $5.55 per hour (up to 40 hours weekly or $222-$962 per month), vacation accrual (2 weeks after 1 year, 3 weeks after 8 years, 4 weeks after 15 years), and minimum 11 paid holidays annually. Special provisions apply to computer employees (exempting certain bona fide executive, administrative, and professional positions meeting FLSA criteria), air traffic controllers and weather observers (night and Sunday premium pay), hazardous materials workers (4-8% pay differentials), and uniform allowances ($3.35 per week reimbursement where applicable). Executive Order 13706 establishes paid sick leave requirements for contracts awarded on or after January 1, 2017, while Executive Order 13658 establishes a $13.30 minimum wage floor for contracts awarded between January 1, 2015 and January 29, 2022. Conformance procedures require contractors to classify unlisted job classes through the Department of Labor using Standard Form 1444 within 30 days of performance.
