Embassy of the United States of America Nassau, The Bahamas
PRE-PROPOSAL CONFERENCE
FORMAL
QUESTIONS AND ANSWERS
REQUEST SBF500-15-R-0003
FSN HEALTH & LIFE INSURANCE
The U.S. Embassy Nassau convened a pre-proposal conference at the Embassy on Wednesday, November 18th, 2015 at 10:00 a.m. for the above referenced solicitation for FSN Health and Life Insurance benefits, for local employees of the Embassy, for official residence employees (ORE), and for retirees, if they elect, as a rider to this health insurance benefit program. Three firms attended this pre-proposal conference: Colina Insurance Limited, Atlantic Medical Insurance and BahamaHealth. The questions and answers below are responsive to the inquiries received at this meeting. Prospective bidders have an additional opportunity to submit questions to the Embassy regarding this solicitation. The deadline for submission of formal questions is Friday, December 11, 2015. The questions must be submitted via e-mail: nelsonda@state.gov.
| Question #1: | How many copies of the proposal must be submitted? |
| Answer: | Please see section L.2. |
| Question #2: | Do deductibles run for the contract year? |
| Answer: | Yes, this contract will begin in March 2016 and deductibles will run concurrently with the contract. Calendar year does not apply and deductibles cannot be restarted in January of any year. |
| Question #3: | Will contractors be billing retirees directly? They would come into our offices? |
| Answer: | Yes, you should bill them directly and make arrangements with them for payment. You should not bill the US Embassy as we have no responsibility to pay on their behalf |
| Question #4: | What would the termination process be for retirees? Do we treat them as a group or an individual? |
| Answer: | All the same terms and conditions apply for retirees as apply for other employees under this contract. You should treat them as a member of the Embassy group for all aspects except for payment. |
| Question #5: | Does the Embassy wish to be notified about retiree’s payment history and impending termination? Is any reporting required to the Embassy? |
| Answer: | The Embassy can be notified as a courtesy and while we are not responsible for their payments, the COR will assist where possible. If they are delinquent in their payments, you can terminate as you would any other Group member. |
| Question #6: | How will we know who the retirees are that we have to accept? |
| Answer: | Attachment #3 in Section J reflects data of the retiree’s as of September 2015. The contractor who is awarded the contract will receive the names of all retirees approved to participate at the point of award. |
| Question #7: | Can retirees make changes to their plans as they will be billed individually and directly? |
| Answer: | No, the retirees have to have the same benefits in Section C. No changes are authorized. |
| Question #8: | What is the timeline for notification of award after submission on December 18th? |
| Answer: | The timeline depends on the number of proposals received, and if negotiations will be required. Our goal is to award at least one month prior to the start of the contract, to give the awardee time to prepare. |
| Question #9: | Will you expect a presentation from each offeror in order to help assist in making the selection of a contractor? |
| Answer: | No, we are only going to evaluate the submitted documents to evaluate price and technically acceptability. No other presentation is required. |
