About this file
This is an Attachment to a federal solicitation (N0017826R3108) detailing Personnel Labor Category Qualifications for a task order related to U.S. Navy Integrated Training Systems.
The solicitation establishes mandatory staffing requirements across a five-year period (Base Year plus four Option Years) totaling 1,444,800 non-key labor hours and 38,400 key labor hours, with additional surge capacity allocations. Offerors must comply with the exact total hours specified but may propose alternative non-key labor mix distributions if justified in a staffing plan narrative, with deviations potentially resulting in cost adjustments or evaluation weaknesses. Non-key personnel are categorized by experience level: Junior (>1 to <5 years), Mid-Level (>5 to <10 years), and Senior (>10 years). The labor categories span multiple engineering disciplines including Software, Computer, Design, Electrical/Electronics, Mechanical, Network, and Systems Engineers; technicians; managers; security specialists; and administrative personnel. Four key positions are non-negotiable: Program/Project Manager II and III, System Engineer III, and Computer Engineer III, each requiring 1,920 hours per year. The Program Manager must be a prime contractor employee. Key personnel qualifications require Bachelor's degrees (Master's for engineering positions) in relevant fields such as Management, Engineering, Computer Science, or Information Systems, with specified years of professional experience ranging from 8-15 years for Program/Project Managers and 10 years for technical positions. Technical key positions require demonstrated expertise in Combat Systems or Electronic Warfare Navy systems, including knowledge of specific platforms (Aegis, SSDS, NAVSSI, GPNTS), programming languages (C, C++, Java), virtualization technologies (VMware, RHEV), and messaging standards (DDS, HLA). All support is presumed to be provided at the offeror's facilities, as government office space will not be provided.

PERSONNEL LABOR CATEGORY QUALIFICATIONS. SOLICITATION NO. N0017826R3108
A. TASK ORDER LABOR MIX/LEVEL OF EFFORT
Offerors' proposals may not deviate from the total number of hours included in the tables below.
Offerors have the latitude to propose the Non-Key labor mix they believe is best to accomplish the requirements identified within the SOW in a high quality, efficient, and cost-effective manner. Nevertheless, the Government has provided the following labor mix estimate in Table A-1 below to serve as a reference for prospective Offerors to better understand the overall distribution of skills throughout this effort. This estimate is based on historical requirements; as such, this estimate will be considered in evaluating proposals. The Offeror may deviate but such deviation shall be explained in the Offeror's Staffing Plan Narrative. If the proposed labor mix differs from the estimate provided in Table A-1, the Offeror shall describe how/why the proposed labor mix will result in a high quality, efficient, and cost-effective solution. If the Offeror does not explain deviations from the Non-Key labor mix it may result in upward cost adjustments or one or more weaknesses/deficiencies during evaluation.
Experience levels for non-key employees are as follows:
Labor Level Relevant Years of Experience
Junior >1 year - < 5 years Mid-Level >5 years - < 10 years
Senior >10 years
A Computer Engineer III (Key), Systems Engineer III (Key), Program/Project Manager II (Key) and Program/Project Manager III (Key) are required and shall not deviate within the Offeror’s staffing plan. Key labor hours are provided in Table A-2 below.
The Offeror shall calculate an individual’s number of years of relevant professional experience based on the proposal due date. The labor mix allocation shall include all Key personnel. The labor category mix allocation does not include Surge requirements.

C. TASK ORDER LABOR CATEGORY QUALIFICATIONS
To perform the requirements of the Statement of Work (SOW), the Government requires Personnel with the appropriate experience and professional qualifications. The Offeror shall provide qualified personnel who possess the experience, skills and education needed to perform the requirements of the SOW. Key Personnel qualification levels are considered to be desired for those individuals whose resumes are submitted for evaluation with the proposal. All individuals performing under the Key Personnel labor categories are considered Key.
• Experience – The specific experience for each Key Labor Category must be directly related to the tasks and programs listed in the SOW.
• Formal Education - For each Key Labor Category, formal education qualifications are cited, as appropriate to the requirements of the Labor Category, to establish professional credentials from which applied experience is founded.
• Professional Development - Professional development includes honors, degrees, publications, professional licenses and certifications and similar evidence of professional accomplishments that directly impact the offers’ ability to perform the Task Order. The years of experience listed below are in addition to appropriate professional development. It is incumbent upon the Offeror to demonstrate that the proposed personnel have appropriate credentials to perform the work.
