Question and Answers No. 2 Solicitation number S-BE200-12-R-0011 Moving and Moving-Related services
1. Question The task to arrange a parking permit, when required to perform proper moving, is meant to be taken care of the subcontractor or will the Embassy arrange parking permit?
Answer
Please refer to Section 1, page 3, Paragraph 2 “Scope of services “. Arranging parking permits is considered part of the planning of a move and shall be handled by the contractor.
The Contractor shall include the cost of all equipment, materials, labor, overhead, profit, and any other expenses associated with the move in the fixed price for moving services.
2. Question
Billing or invoicing: Per Hour or per volume Answer Please refer to Section 1, page 4, Paragraph 3 “Pricing”. The pricing is per volume (cubic meter), except for the use of the outside ladder. The pricing for the use of the outside ladder is per job.
3. Question The solicitation text mentions “two days in advance” notice – this is not realistic? Should it be two weeks or at least one week?
Answer Please refer to Section 1, page 10, Paragraph 2 “Work Schedule”. The required schedule is as outlined in the solicitation: “The contractor agrees that he shall execute each individual order within TWO days after the receipt of a written advance notice from the Embassy. The contractor shall further fully respect all work schedules established between the Contracting Officer’s Representative (COR) and the contractor. “ The two day execution deadline from the delivery order represents the most rapid completion under the terms of the contract. The USG will provide a delivery order with a longer lead time when possible.
4. Question On the proposal it states that the offeror must reply to 12, 17, 23, 24, and 30. Are those the only questions we need to answer on the proposal? Also, what do you mean on question 12 with regard to discount?

3. Section 5, Representations and Certifications;
4. Additional information as required in Section 3
(*) discount terms-Block 12: Block 12 of the SF 1449 provides a place for the offeror/contractor to type their proposed discount for prompt payment, if applicable.
5. Question What is the exact amount of the commodity, e.g., how many shipment(s)- (containers) are needed?
Answer As this is an Indefinite Delivery/Indefinite Quantity Contract (IDIQ), the Embassy only provides an estimate of the number of moves per year of the contract, see page 24, Clause 52.216-22 Indefinite Quantity (OCT 1995).
6. Question Also below on 3.1.2 it states "This reflects the contract maximum for this period of performance" are you saying that this is the full amount for the four years, or just for each year of the four years?
Answer
3.1.2 Minimum and Maximum Amounts

The amount of all orders shall not exceed EUR 150,000. This reflects the contract maximum for this period of performance The minimum and maximum amounts provided are for each year of the contract.
