QUESTIONS AND ANSWERS

1) Can SBA confirm whether this is an IDIQ with individual task orders, or a conventional “C” contract?

ANSWER: C – Contract

2) Can the SBA provide a Quality Assurance Plan with the SOO Performance Requirements Summary (PRS), or are offerors expected to generate this?

ANSWER: Offerors are expected to provide one with their proposal

3) Is work anticipated at multiple locations, or only in the Washington DC area (one SME is required to be at SBA HQs)?

ANSWER: At least one individual is required to work at SBA HQ, additional staff maybe located at any other location as proposed by the contractor.

4) Is work anticipated to support every sub-office as a separate requirement, or as a total (i.e., all office integrated) solution

ANSWER: Total solution for all of the sub-offices. All sub-offices rollup and report to the Front Office.

5) I am inquiring about the Project Management Services for OII solicitation (#SBAHQ-17-R0017). Is there an existing incumbent for this opportunity (i.e. recompete)?

ANSWER: A new requirement.

6) There is not enough information provided for vendors to price this Firm Fixed Price solicitation. In 1.2 the Government provides a number of activities which might be required but no guidance as to what actually will be required in terms of deliverables (5.6). In 5.5 the Government provides itself the flexibility to add additional objectives "at any time". The only specific indication of LOE envisioned by the Government is the 2 key personnel. With the limited information provided a vendor cannot reasonably bid an FFP deal because the risk is too high. Please either provide specific deliverables for the FFP or change the contract type to T&M and provide an indication of anticipated staffing levels such as LCATs and hours for price evaluation purposes.

ANSWER: Toni, all I can do is provide what is needed in the form of examples (which was provided to Robert), and I have attached the examples.

7) Is there a contractor who has previously supported these requirements in whole or in part in the past? If so, what is the name of this contractor(s)?

ANSWER: There is not a current contract however, The Ambit Group, 8607 Westwood Center Drive, Vienna, VA 22182. Tel: (703) 956-1686. Web: www.theambitgroup.com.

8) We request an extension to provide bidders more time to prepare their response.

ANSWER: At this time I am extend the due date until the 13th at 15:00 pm EST.

9) Can the Government please provide some indication of budget/staffing envisioned so that bidders can tailor their solution and staffing models accordingly?

ANSWER: The range for this requirement for base and all option is $850,000 - $1,000,000.00

10) Due to the short timeframe between the posted and response dates, will SBA consider issuing an extension? Given that questions are not due until tomorrow, 9/8/17 with an assumed response date of 9/11/17, it leaves us only one day to incorporate answers into our response.

ANSWER: see question 8 above

11) If there is no incumbent performing the work did SBA seek an RFI or sources sought on FBO reference the PWS requirements?

ANSWER: No RFI was issued.

12) Does SBA vision the Key Personnel (Senior Consultant or Analyst and SME) to be full time onsite or part time offsite?

ANSWER: Fulltime and onsite

13) What type of staff i.e LCAT does SBA vision the contractor to have full time onsite to perform the PWS duties? Can this staff be different from the Key Personnel?

ANSWER: It is expected that the Project Manager be a ‘working project manager’. Additional labor categories are not defined this should be part of your proposal
