Questions for Solicitation SBAHQ-17-Q-0018

Research on Industry Distribution of Women-Owned Businesses

1.) Will the government allow data sources such as Agency Solicitations post on FBO.gov. Information regarding agency's requirements for experience and past performance that directly create entrant barriers for women-owned businesses could help explain the problem?

For example:

Provide documentation and references for past performance on previous comparable contractual projects the organization has worked in federal, state, and local governments in the past three-five years.

This type of requirement could inadvertently promote contractual opportunities to a narrowly focused network of bidders.

• Yes

2.) Is there a limit to how much we can apply for?

• Offerors can submit proposals to multiple solicitations or submit multiple proposals to the same solicitation.

3.) Is there a time limit?

• The Office of Advocacy anticipates a maximum possible performance period of 14 months, including the base and all possible option periods.

4.) The University of Texas charges 51% indirect costs. Can we charge indirect costs to the proposal?

• Offerors should include all applicable costs to meet the SOW requirements in their price quote.

The Office of Advocacy intends to procure a firm fixed price contract.

5.) Can administrative costs be included?
