Solicitation SBAHQ-16-Q-0051 Questions

Survey Development on Women-Owned and Women-Led Businesses

1.) Could you please provide the incumbent contract number?

No incumbent is on the contract.

a. If not, is this a new requirement?

Yes, this is a new requisition.

2.) Factor 1, Technical Approach, item a: “The quality and use of data sources” is referenced as an evaluation criterion for the technical approach. Given the nature of the work to be conducted, is this only criterion only applicable if the bidder’s suggests the use of an existing data set?

The contractor must show a thorough understanding of current surveys that collect similar data to ensure that the NWBC survey instrument addresses gaps, limitations, and additional factors resulting in a unique instrument.

3.) Please confirm that this contract does not include fielding the survey or producing findings.

The contract does not include fielding the survey or producing findings. It does however include the development of a survey instrument and a methodology for fielding the survey.

4.) What is the NWBC budget for this project?

The budget for this requirement cannot be disclosed.

5.) In Appendix A there is mention of “qualitative analysis.” We understand from the PWS, that this project is for only quantitative research. Can you please clarify?

Appendix A is the National Women’s Business Council’s research Philosophy. Although the majority of our internal and external research is both qualitative and quantitative, solicitation SBAHQ-16-Q-0051 requires no qualitiative analysis. The current research is quantitative in nature.

6.) Will the National Women’s Business Council be providing the sample to be used for this survey project? If so, will this include names, phone numbers and email addresses? How many sample contracts will be provided?

The NWBC will not provide a sample to be used. The contractor is required to develop a sampling methodology in conjunction with the survey instrument.

7.) The period of performance indicated in the PWS indicates project completion no more than 8 months from the date of award. In our experience, the OMB approval process could take from 6-8 months alone, however on page 1 in 2. Background the RFP states “(and implantation of)” the survey methodology is expected to be completed during the period of performance. The RFP does not seem to require an implantation of the survey. Can you please clarify?

Solicitation SBAHQ-16-Q-0051 does not require implementation of the survey. It does require a methodology for implementation and an OMB approved survey instrument. Timelines are suggested.

Specific deliverables and a deliverable schedule shall be finalized following the award of the contract and shall be mutually agreed upon by the Contractor, Contracting Officer, and Contracting Officer Representative at the Kick-off meeting for the contract. Timeline is subject to modification pending post award conference meeting.
