Solicitation SBAHQ‐16‐Q‐0043 Questions

Research on Crowdfunding as Capital Source for the National Women’s Business Council

1.) In reviewing the solicitation, I don’t see any information on allowed indirect / F&A costs. Are these allowed? How do we show them on the page it where only requests labor costs?

Yes, you may add them as a separate line but be sure to that you include the appropriate description.

2.) Regarding Task A, does NWBC envision the research to take the perspective of the business / entrepreneur’s (i.e. the company seeking capital) or the investor?

The perspective should be impartial and third person in narrative voice. Content on both investment‐seekers (i.e. companies seeking capital) and investors will be considered valuable.

Note that the National Women’s Business Council serves as a source of advice and counsel the

President, Congress, and the U.S. Small Business Administration on economic issues of importance to women business owners.

3.) Task A: In relation to “The offeror shall incorporate high quality sources of available data” does the NWBC have required data sets to be incorporated into the research?

No, there are no required data sets that need to be incorporated into the research.

4.) NWBC is requiring a writing sample – no longer than 5 pages to be included in the proposal package. Given, our government clients will not likely approve us to submit previous research papers by the time of the proposal deadline; will the NWBC deem a selected portion of a larger research paper responsive for this submittal? Will the NWBC have any objections to the offeror providing writing samples that are discussing different subject/topics (i.e. STEM related research)?

Yes, a selected portion of a larger research paper is appropriate. Writing samples should demonstrates the offeror’s ability to convey innovative ideas concisely; there is no preference for content.
