When combined, Factors (1) and (3) are significantly more important than price (2).

(a) The Government will award a contract resulting from this solicitation to the responsible offeror(s) whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

Proposals will be evaluated using factors 1 and 3 with individual determinations of Outstanding, Good, Marginal, and Unsatisfactory. Pricing will then be evaluated to determine if it is fixed and firm, and fair and reasonable. Then the following defined overall evaluation determinations, using the 3 factors, will be used to evaluate offers:

Outstanding –

· Contractor’s technical approach shows an excellent understanding of the requirements stated in the Statement of Work SOW). Contractor has 5 years or more of the minimum requested experience. Pricing is firm, fixed – and determined to be fair and reasonable.

· The risk of unsuccessful contract performance is extremely low.

Good –

· Contractor’s technical approach shows, at a minimum, an acceptable understanding of the SOW. Contractor has 3 years or more of the minimum requested experience. Pricing is firm, fixed – and determined to be fair and reasonable.

· Risk of unsuccessful performance is very low.

Marginal –

· While Contractor’s technical approach is mostly acceptable, at least one part of the Technical Proposal shows a marginal understanding of the requirements of the SOW. Contractor has some of the requested experience. Pricing is firm, fixed – and determined to be fair and reasonable.

· The risk of unsuccessful contract performance is moderate.

Unsatisfactory –
