The QASP is created with the premise that the contractor is responsible for management and quality control actions to meet the terms of the BOA. It is the Government’s responsibility to be objective, fair, and consistent in evaluating performance.
This QASP explains: a) what will be monitored; b) how monitoring will take place; c) who will conduct the monitoring; and d) how monitoring efforts and results will be documented.

Such appointment shall be in writing and shall state the scope of authority and limitations. All surveillance inspections made by the CO/COR/COTR will be recorded on a Government or locally devised form. The resulting documentation will be the official record of the Contractor’s current performance. The future use of these forms will be the official Government record of the Contractor’s past performance.
Ratings: Metrics and methods are designed to determine if performance exceeds, meets, or does not meet a given standard and acceptable quality level. The applicable rating scale is: a) positive; b) neutral; or c) negative outcome.

The Contractor shall acknowledge receipt of the CDR in writing. The CDR will specify if the Contractor is required to prepare a corrective action plan to document how the Contractor shall correct the unacceptable performance and avoid a recurrence. The CDR will also state how long after receipt the Contractor has to present this corrective action plan to the CO/COR/COTR. The Government shall review the Contractor's corrective action plan to determine acceptability.
The CO/COR/COTR will, as soon as practicable, notify the Contracting Officer of all findings of defective service. If any services do not conform to BOA requirements the Government may require the Contractor to re-perform the BOA requirements at no increased cost to the Government.
