STATEMENT OF WORK
FOR
MAINTENANCE OF POP-UP ROAD BARRIERS & MANUAL BEAM BARRICADES
A. Background Information:
The NIST Center for Neutron Research (Building 235) at the Gaithersburg, MD campus has two road barrier stations.
One station has two 12 foot long hydraulic popup road barriers (Nasatka Model III-b installed in 2003) and the other station consists of one 14 foot long electric popup road barrier (Nasatka Model IIIB-E (Electric) installed in 2010). The electric barrier is equipped with the variable frequency drive option. Each station has a lockable master control panel, ground loop detectors, snow melting heaters, and each barrier has its own traffic light (red & yellow) and gate arm.
The barriers have two modes of operation: normal with a raise time of 5 seconds and emergency with a raise time of 2 seconds. In either mode of operation the traffic light(s) changes from yellow to red and the gate arm(s) lowers. The raised barrier height is 33 inches above the ground and lowered barrier heights are 3/4 of an inch above the ground for the hydraulic barriers and flush with the ground for the electric barrier. The barriers are normally down and are only operated once per week for testing purposes only. The average run time is less then 1000 hours per year.
To ensure continuous operation of the road barriers, it is essential that a routine program of inspection, maintenance and emergency repair services be established and followed. The hydraulic barriers have been under a maintenance contract since July 2006 and the electric barrier since it’s installation in 2010. Both barrier stations are equipped with equipment so that they can be remotely controlled from two locations inside building 235. Servicing the remote control equipment is part of the maintenance contract.
In addition to popup road barriers building 235 has two manually operated beam barricades (Delta Scientific Corporation Model TT212EC(M)). The beam barricades were installed in 2012. They are only operated a couple times per year and no maintenance has been done to them since they were installed. Maintaining the operation and appearance of the beam barriers is part of the maintenance contract.
B. Contractor Requirements:
The Contractor shall be familiar with the equipment and know how the barriers are used, the limitations of the system and its component parts, and have knowledge of good mechanical practices in terms of safety, installation and maintenance.
Provide Firm-Fixed Prices (FFP) for the following:
Annual Maintenance Services:
The Contractor must provide an annual maintenance service contract on a Firm Fixed Price Basis to include all labor, materials and equipment to maintain the barriers so that they are consistently fully operational. This will include site visits to inspect, adjust, lubricate, test and make repairs as needed. Contractor must follow the manufacturer's suggested maintenance schedule and install recommended manufacturer’s factory upgrades. Additionally, the Contractor must maintain barriers appearance and perform as needed cleaning (pressure wash), prime and paint barriers with paints compatible to the underlying surface. Pressure washing and painting must be done at least once per year. Install new STOP decals as needed.
Miscellaneous Parts/Repairs/Upgrades
The designated Technical Point of Contact (TPOC) must notify the Contractor to schedule as needed emergency repair services. Emergency repairs must be made within 24 hours of notification, NTE 72 hours. If it is identified that repairs cannot be made within 72 hours, the Contractor must immediately contact the Contracting Officer and TPOC to discuss the repair schedule. Depending on the length of lost barrier operation time, NIST may seek consideration in the form of a discounted repair charge.
C. Government Responsibilities:
C. 1. The Technical Point of Contact (TPOC) will provide the Contractor with copies of the manufacturer’s installation and maintenance manuals upon contract award.
C. 2. The TPOC will test the operation of the barriers (cycle each barrier 2 times) once per week.
C. 3. The TPOC will notify the Contractor of any abnormal operation of the barriers.
C. 4. The TPOC will provide the Contractor access to NIST and the barriers.
D. Reporting Requirements and Deliverables:
The Contractor must provide the designated TPOC with a copy of their one (1) year planned maintenance schedule and a written receipt of all work performed per service visit including parts used.
E. Inspection and Acceptance Criteria:
Maintained appearance and the continued successful cycling of the barriers per C.2.
F. PERIOD OF PERFORMANCE:
The period of performance is from the date of contract through one year thereafter and four (4) one-year option periods.
GENERAL INFORMATION
Safety: The Contractor employee shall be responsible for knowing and complying with all installation safety prevention regulations. Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.
Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and also is shown to the Security Police when entering the campus.
Regular Business Hours: Regular business hours are Monday through Friday, 7:30 a.m. to 5:00 p.m. Eastern Time.
Identification Badges: Contractor employees shall comply with NIST identification and access requirements. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office.
Vehicle Registration: All Contractor employees must register vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security Office, at which time a NIST vehicle pass will be issued. The pass shall be displayed on the vehicle in accordance with NIST Security Office instructions.
