SPECIFICATIONS AND STATEMENT OF WORK:
DATAFORTH ISOLATED INPUT MODULES
I. BACKGROUND:
The Fire Research Division, Engineering Laboratory, at NIST studies thermal and electrical behavior of energized electrical circuits. High Speed Data Acquisition System (DAQ) equipment is required to support research projects involving measurements of thermal and electrical behavior of energized electrical circuits. These behavioral phenomena are critical in understanding the fire risks of electrical malfunctions, arc flash, and high energy arcing faults (HEAF). To study these phenomena, a specialized high-speed data-acquisition system (DAQ) is used to quantitatively record the thermal and electrical phenomenon when electrical malfunctions or HEAFs occur. In many situations when testing electrical wires, cables, and other components, a large electromagnetic field is generated, along with the emission of fire and plasma. This causes interference in the signals produced by the sensors, and may result in damaging voltage and current spikes. To reduce or eliminate these effects, the Dataforth Isolated Input modules (Iso Modules) used in these experiments utilize an isolation transformer between the sensor signal into the Iso Module, and the output signal of the Iso Module, which is then input into the datalogger equipment. A separate Iso Module is used for each channel, providing isolation between channels. The planned experiments require more data channels than the current equipment can measure. While the existing Dataforth backpanels have expandability (empty module slots); additional isolated input modules are needed to adequately increase the number of data channels. The modules plug into NIST’s existing Dataforth SCMPB07 backpanels. Seventy-two (72) additional Dataforth isolated temperature input modules and ten (10) additional isolated current input modules are needed.
II. MINIMUM REQUIREMENTS:
General Requirements:
The Dataforth Isolated Input Modules must be capable of use in a laboratory environment as well as in the field. The Iso Modules are part of a modular system design, and are installed in NIST’s existing SCMPB07 non-multiplexed backpanels. This architecture helps prevent the loss of all data if one or more signals convey more voltage to the system from a very large burst of electromagnetic interference or voltage spike. Each Iso Module shall isolate and act upon one channel. The Iso Modules shall have continuous input protection of at least 240Vrms and transient protection in accordance with ANSI/IEEE C37.90.1. The Iso Modules shall have input-to-output common mode voltage (CMV) protection of at least 1500Vrms max continuous and transient protection in accordance with ANSI/IEEE C37.90.1. The Iso Modules shall have common mode rejection (CMR) of at least 160 dB at 50Hz and 60 Hz, and normal mode rejection (NMR) of at least 95 dB at 60 Hz and 90 dB at 50 Hz. The Iso Modules shall have an operating temperature range of at least -40 degrees C to 85 degrees C, and a non-condensing relative humidity operating range of at least 0% to 95%.
Specific Requirements:
Contract Line Item Number (CLIN) 0001: Dataforth Corporation Linearized Isolated Thermocouple Input Modules:
In addition to the general requirements, each Dataforth Isolated Thermocouple Input Module shall be capable of measuring Type-K thermocouple mV signals in the range of -100 degrees C to 1360 degrees C, and provide a linearized DC voltage signal from 0 VDC to 5
VDC, proportional to the thermocouple temperature, where the Type-K thermocouple signal is in accordance with ASTM E230/E230M – 2012. The module shall contain simulated cold junction compensation with an accuracy of at least +-1.25 degrees C from -40 degrees C to 85 degrees C, an accuracy of at least +-0.5 degrees C from 5 degrees C to 45 degrees C, and an accuracy of at least +-
0.25 degrees C at 25 degrees C. The accuracy of the module, with the exception of the cold junction compensation, shall be at least +-0.10% or +-1.5 degrees C. Each module shall have an enclosed case.
CLIN 0002: Dataforth Corporation Isolated Current Input Modules:
In addition to the general requirements, each Dataforth Isolated Current Input Module shall be capable of measuring current signals in the range of 4 mA to 20 mA, and provide a linearized DC voltage signal from 0 VDC to 5 VDC, proportional to the input signal. The accuracy of the module shall be at least +-0.10%. Each module shall have an enclosed case.
DataForth Isolated Input Modules Minimum Requirements:
• The Isolated Input Modules (Iso Modules) must mount in the slots of, and be compatible with, the existing NIST owned Dataforth SCMPB07 non-multiplexed backpanels.
• The Iso Modules modules must be capable of use in a laboratory environment as well as in the field.
• The Iso Modules must be modular in design.
• Each Iso Module shall isolate and act upon one channel.
• The Iso Modules shall be capable of operating in temperature ranges of -40 degrees C through +85 degrees C.
• Each Iso Module shall be fully enclosed in a case.
• The Iso Modules shall have continuous input protection of at least 240Vrms and transient protection in accordance with ANSI/IEEE C37.90.1.
• The Iso Modules shall have input-to-output common mode voltage (CMV) protection of at least 1500Vrms max continuous and transient protection in accordance with ANSI/IEEE C37.90.1.
• The Iso Modules shall have common mode rejection (CMR) of at least 160 dB at 50Hz and 60 Hz, and normal mode rejection (NMR) of at least 95 dB at 60 Hz and 90 dB at 50 Hz.
• The Iso Modules shall have an operating temperature range of at least -40 degrees C to 85 degrees C, and a non-condensing relative humidity operating range of at least 0% to 95%.

• The Isolated Thermocouple Input Module shall contain simulated cold junction compensation with an accuracy of at least +-1.25 degrees C from -40 degrees C to 85 degrees C, an accuracy of at least +-0.5 degrees C from 5 degrees C to 45 degrees C, and an accuracy of at least +-0.25 degrees C at 25 degrees C. • The accuracy of the Isolated Thermocouple Input Module, with the exception of the cold junction compensation, shall be at least +-0.10% or +-1.5 degrees C. [CLIN 0001]
• Isolated Current Input Module shall be capable of measuring current signals in the range of 4 mA to 20 mA, and provide a linearized DC voltage signal from 0 VDC to 5 VDC, proportional to the input signal. [CLIN 0002]
• The accuracy of the Isolated Current Input Module shall be at least +-0.10%. [CLIN 0002]

IV. REPORTING REQUIREMENTS AND DELIVERABLES / INSPECTION:
The Government will, within 30 days of delivery, evaluate the the Dataforth linearized isolated thermocouple input modules by gathering data from approximately -50 degrees C to 1350 degrees C.
The Dataforth isolated current input modules will be evaluated by gathering data from approximately 4 mA to 20 mA. NIST will supply existing Dataforth model SCMPB07 non-multiplexed backpanels, temperature sources, and current sources. The data will be analyzed and compared to the temperature sources, current sources, and the specifications listed in the solicitation.
The evaluation will be performed at NIST Gaithersburg.
The Contractor shall provide sufficient packaging for safe delivery to NIST. Items shall be delivered within 30 days (or better) to NIST Gaithersburg upon receipt of order.
The manufacturer shall provide a three (3) year warranty on the items.
V. DELIVERY:
All items shall be delivered by the contractor to the NIST Gaithersburg, MD site to the address as follows:
