GOVERNMENT REQUIREMENTS

I. BACKGROUND INFORMATION

The Nanomechanical Properties Group of the Materials Measurement Science Division uses laser diffraction to measure the diameter of fiber samples. This process requires digital capture of high dynamic range diffraction so that fitting of the observed intensities can be performed. Due to optical limitations, the sensor size required for this application needs at least one dimension larger than 30 mm so that several orders of diffraction peaks can be observed. This application is somewhat unusual in that no lenses will be used with the camera. Further, there is an advantage to using a camera with minimal optical components

(windows, filters, etc.) between the experiment and the sensor.

II. SCOPE OF WORK

The vendor shall supply one camera system consisting of the board level image sensor module, any required adapter cards for the Government supplied control PC, power supplies, cables required to connect these components, control software, drivers, and APIs.

III. SPECIFICATIONS

The Contractor shall provide a camera system meeting the following minimum requirements:

1. Camera module

1.1. Image sensor

1.1.1. Monochrome sensor for visible light (400 nm to 700 nm) with global shutter

1.1.2. Physical dimensions of the active area at least 35 mm wide

1.1.3. Effective resolution of at least 4096 pixels wide

1.1.4. Analog to digital resolution of at least 12 bits

1.1.5. CMOS or CCD technologies are acceptable

1.2. Capabilities

1.2.1. At least 10 frames per second at full resolution and bit depth

1.2.2. Systems capable of hardware binning at 2×2 and 4×4 pixels provide more value to the government and will be given additional consideration

1.2.3. The camera system shall be capable of hardware region of interest (ROI) that allows higher frame rate operation when capturing an arbitrary region of the sensor .The granularity of the arbitrary region selection must be 128 × 128 pixels or smaller.

1.3. Module design

1.3.1. The distance from the active sensor surface to the front most part of the camera (housing, lens flange, cable fitting, board element, etc) must be less than 12 mm. The government expects this requirement will be met by the vendor providing a board level camera.

1.3.2. All camera features must operate with no lens attached (e.g. in board level operation or with lens flanges removed)

1.4. Although additional windows and filter that are part of the camera housing are not desired, they are permissible if the vendor supplies the thickness and index of refraction for any windows and filters that are installed in addition to the package of the imaging sensor. For example, if a vendor uses a 1 mm thick BK-7 cover glass to protect the sensor, they would report 1 mm with an index of 1.52.

1.5. The vendor shall provide a dimensioned drawing including any mounting points of the camera module as well as the position of the active area of the imaging sensor. Positions, thicknesses, and indices of refraction for all windows and filters of the camera must be included on these drawings.

2. Computer connections

2.1. The government will use a PC with the following ports available for connection to the camera.

If an expansion card (e.g. a PCIe host channel adapter) is required, the vendor shall supply this card along with any required drivers for Windows 7 x64. Cameras shall be connect to the PC via

USB 3 connection.

2.1.1. one available USB 3.0 port

2.1.2. one available full height PCIe ×16 slot

2.1.3. one available full height PCIe ×4 slot

2.1.4. one available full height PCIe ×1 slot

2.1.5. one available gigabit Ethernet port

2.2. The vendor must provide software to control the camera through a GUI interface for the purposes of testing settings and functions, including the abilities to:

2.2.1. Capture, display, and save images from the camera at full pixel and bit depth resolution, as well as any supported hardware binning resolutions or lower bit depth resolutions. Support for saving captured images to either TIFF or JPEG formats must be supported.

2.2.2. Set camera settings including exposure time, gain, and refresh rate, as well as any other settings that require adjustment to meet the camera module specifications above.

2.2.3. Capture and save a sequence of images as a video.

2.3. The vendor must provide LabView drivers for the camera system that control camera system functions including all of those listed above in the GUI interface section.

3. Must run on 110 VAC 60 Hz power from a NEMA 5-15 receptacle (US standard) and include any required power adapters and cables

Warranty:

The vendors standard warranty must apply. At a minimum, this must include a 90-day warranty for the equipment. The warranty shall cover all parts, labor and travel. The warranty shall commence upon successful completion of delivery, installation, training and demonstration of all required specifications.

IV. PLACE OF PERFORMANCE

All work shall be completed at the Contractor’s facility. Installation of the instrument shall be accomplished at NIST, Gaithersburg, Maryland. Normal duty hours are Monday through Friday, 8:30 a.m. to 5:00 p.m. with the exception of Federal holidays.

V. GOVERNMENT FURNISHED PROPERTY

The government will provide a control PC running Windows 7 x64 with the available ports listed in the specifications section.

VI. DELIVERABLES

Operating manuals describing the camera system, the control software, and any application programming interface (API) for the system.

VII. GOVERNMENT ACCEPTANCE AND PAYMENT

Acceptance will occur after the NIST Technical Point of Contact has confirmed that the delivered product meet all the minimum requirements set forth in this document.

Payment

Advance payment is not authorized. Partial Payments are not authorized. The contractor may invoice in one lump sum after Government acceptance has occurred.

VIII. GENERAL INFORMATION

Safety: The Contractor employee shall be responsible for knowing and complying with commercial installation safety prevention regulations. Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.

Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and also is shown to the armed Security Police when entering the campus.

Identification Badges: Contractor employees shall comply with NIST identification and access requirements. The Contractor shall provide the name and citizenship information of employees for on-site visits to the NIST Technical Point of Contact (TPOC) prior to arrival. The TPOC will submit the name(s) and citizenship information to the NIST Office of Security in order for a given Contractor employee to enter the NIST campus. The Contractor employee is responsible for absences due to missing or expired identification and access documents. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office.

Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security

Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID (which in most cases can be a valid driver's license), proof of insurance and current registration must be presented to the NIST Security Office.
