STATEMENT OF WORK

TITLE: Procurement of a vacuum chamber system LAB REQUESTING SERVICE: Material Measurement Laboratory This purchase request is submitted as a “Simplified Acquisition (Commercial Item)” type.

I. BACKGROUND INFORMATION

The Materials Measurement Science Division (MMSD) within the National Institute for Standards and Technology’s (NISTs) Material Measurement Laboratory’s Materials (MMLs) provides the measurement science, standards, and technology required to enable the discovery and development of next-generation materials. Within MMSD, the Nanomechanical Properties Group (NMG) develops and provides mechanical measurement science, measurement standards, and measurement technology needed by U.S. industry to better apply materials and components in nanomechanical applications, and strives to develop new mechanical test structures and methodologies based on microfabrication methods and carefully controlled and highly sensitive instrumentation for accurate mechanical property measurements. In the course of developing new mechanical test methodologies, the NMG requires a vacuum chamber to house a NIST-built nanoindentation system for the measurement of mechanical properties at the nanometer scale.

II. SCOPE OF WORK

The Measurement Science Division requires a vacuum chamber system to conduct experiments and test materials. The chamber shall meet the minimum specifications identified in this Statement of Work.

III. SPECIFICATIONS

The Contractor shall provide one (1) vacuum chamber system that meets the minimum requirements listed below.

1. The basic chamber needs to be a cube, approximately 24” x 24” x 24” outside dimensions, with a full 24” x 24” door on the front, hinged on the left side.

2. The chamber shall be capable of achieving a minimum base pressure of 1x10-6 torr when empty, as received, when pumped with an appropriate turbo/roughing pump combination (already owned by NIST). All pumps, valves and pressure gauges will be provided by NIST.

3. The chamber will be used only at room temperature, and will not require baking. Any combination of stainless steel and aluminum components may be used, at the manufacturer’s discretion.

4. The chamber shall have four (or more) mounting tabs around its base to allow bolting of the chamber to a frame.

5. In addition to the front door, the chamber shall have six (6) additional ports, all of the ISO-K (clamped) type, specified as follows. Center locations are measured from the outside edges of the chamber.

a. One (1) ISO-K 320 port on the left side of the chamber. Port center shall be 10” back front the chamber front and 10” above the bottom of the chamber.

b. One (1) ISO-K 320 port on the right side of the chamber. Port center shall be 10” back front the chamber front and 18” above the bottom of the chamber.

c. One (1) ISO-K 320 port on the rear of the chamber. Port center shall be centered left/right and 12” above the bottom of the chamber.

d. One (1) ISO-K 320 port on the top of the chamber. Port center shall be 10” back from the chamber front and 10” from the left side of the chamber.

e. One (1) ISO-K 100 port on the chamber bottom. Port center shall be centered left/right and 18” from the front of the chamber.

f. One (1) ISO-K 250 port on the chamber bottom. Port center shall be centered left/right and 8” from the front of the chamber.

6. The system shall also include two (2) ISO-K 320 full nipples, of total length 12” (or 30 cm), for the extension of two of the ISO-K 320 ports.

7. The system shall also include an ISO-K 320 flange configured with an optical viewing port. Port diameter shall be as large as can be accommodated in the ISO-K 320 flange, but with a minimum diameter of 6”.

8. The system shall include all blank plates, seals and clamps necessary to seal the system.

IV. DELIVERABLES AND DELIVERABLE DUE DATES

The Contractor shall deliver the system to FOB destination within 60 days of the date of award to:

Warranty: A one (1) year warranty for all parts, labor and travel costs is required.

Standards for Acceptance of Deliverables: The NIST Technical Point of Contact (TPOC) will inspect the system upon delivery to confirm it operates within specifications. Inspection will not be considered complete until the system has reached desired operation, which may occur after contractor employees have exited the premises. The system will not be considered accepted until it has been delivered, installed by NIST personnel, inspected, and the TPOC has confirmed that it meets all specifications.

Payment: Advance payment is not authorized. Payment will be made upon receipt and acceptance of the required deliverables.

Freight/Shipping Charges: Delivery terms will be FOB Destination. FOB Destination means: The contractor will pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.

V. PERIOD OF PERFORMANCE AND PLACE OF PERFORMANCE

The period of performance shall be within 60 days from the date of award.

Performance will be checked by NIST staff on site at NIST, 100 Bureau Drive, Gaithersburg, MD campus, in Building 223, Room A122, with the requirement to relocate to or operate from other locations in instances such as a disaster(s). Work shall be performed between the hours of 8:00 AM to 5:00 PM, Monday through Friday, with the exception of Federal Holidays.

VI. GOVERNMENT-FURNISHED PROPERTY, DATA AND/OR INFORMATION

No contractor access to the NIST site will be required.

VII. RISK ASSESSMENT

No contractor access to the NIST site will be required.

VIII. TRAVEL

No travel by the contractor will be required.
