Offerors must submit all questions concerning this solicitation in writing, via email, to both the

This acquisition is 100% set-aside for small business.

BACKGROUND

The National Institute of Standards & Technology (NIST) seeks commercial vendors that can update an existing set of gas cabinets in the Center for Nanoscale Science and Technology

(CNST) NanoFab laboratories. The NanoFab is a shared resource accessible to researchers from industry, academia, NIST, and other government agencies that provides researchers with rapid access to state-of-the-art, commercial nanoscale measurement and fabrication tools and methods, along with associated technical expertise. It is well equipped to process and characterize a wide range of nanoscale materials, structures, and devices.

Many of the NanoFab process tools require specialty gases to operate and those gases are served by a set of Matheson gas cabinets. The gas cabinets require an update to bring them up to date and add capability to communicate status, errors, and current values via IP/Ethernet. The

NanoFab is seeking vendors capable of updating the existing cabinets internally with new gas panels and new control systems per the following requirements.

All offerors shall provide a firm fixed price quotation for the following line items:

mailto:forest.crumpler@nist.gov

LINE ITEM 0001: Refurbishment, in place, of 13 gas cabinets, meeting the requirements listed below.

I. Minimum Technical Criteria:

1. Completely refurbish 13 gas cabinets in place including the following:

a. Remove all existing electrical, pneumatic, and gas delivery components from the gas cabinet for disposal. No parts shall be reused.

b. Vendor may replace or reuse electronics/control head casing on top of cabinet.

c. Replace existing process gas and purge gas panels to match existing gas POC points including all materials and labor required.

d. All wetted surfaces including piping, valves, transducers, and bottle connections shall be made of 316L SS 10 Ra or better, or alternate approved by NIST in advance.

e. All piping orbital welded with fewest possible VCR connections.

f. All gas and purge wetted material leak tested to 1x10-9 atm*cm3/sec or lower in a class 100 or better cleanroom.

g. Replace all existing monitor sensors including scales, high pressure, low pressure, excess flow, exhaust flow, purge pressure, z-purge, etc.

h. Replace existing display

i. The new display shall provide logical access to control and monitor gas cabinet operations.

i. Replace existing Programmable Logic Controller (PLC)

i. The new PLC shall be approved for use in life safety equipment

ii. The new PLC shall provide for semi-automatic gas cabinet operation including automatic cycles for gas bottle change and automatic response to alarms that require the gas bottle to be secured.

iv. The new PLC shall provide a relay output to indicate gas cabinet status to the existing TGMS.

v. The new PLC shall provide an Ethernet IP connection for communicating status and current values.

vi. The new PLC shall provide an interface through the display to configure common parameters such as alarm levels, bottle purge timing and cycles, and access levels.

j. Replace existing power supply

a. The communication protocol must be open source and details must be provided as part of this procurement. Data may be provided through an HTTP web page or data pipe. Please Note: After award, NIST may share the protocol information with Honeywell, NISTs toxic gas monitoring system (TGMS) vendor, to integrate the gas cabinet with the existing TGMS. This information sharing is why NIST requires an open source protocol.

b. At a minimum, the following information must be available through the Ethernet interface.

i. Gas cabinet status; normal, alarm, shutdown

ii. Details of any active or silenced alarms

iii. Current bottle pressure, delivery pressure, bottle weight (if liquid source), purge gas pressure.
