Performance Work Statement
Pure and Ultra-Pure Water Service Contract August 18, 2017
1. Introduction:
The National Institute of Standards and Technology (NIST) located in Boulder, CO has a state-of-the-art research precision measurement laboratory (PML) (named the Katharine Bloggett Gebbie Building) which supports the most sensitive research done at NIST.
Included in this building is Class 100 microelectronics fabrication facilities, called the Boulder Micro-Fabrication Facility (BMF). Among the many critical pieces of infrastructure in this laboratory are the pure water system (PW) in the instrument laboratories, and the ultra-pure water system (UPW) in the BMF.
2. Objectives:
NIST requires ongoing consistent and reliable product water quality of the buildings PW and UPW systems. The service of the water systems requires: minimal unscheduled downtime; complete scheduled maintenance performed in a timely manner per the provided specifications; a mechanism for repairs, replacements, necessary upgrades and unscheduled maintenance.
3. General:
Systems overview and specifications of water quality:
a. The tasks for the water system maintenance is divided between the PW and UPW, and are specified separately.
b. The maintenance of both water systems is based on the ASTM D5127-13 “Standard Guide for Ultra-Pure Water Used in the Electronics and Semiconductor Industries” and the methods and requirements of Submittal Section 15485 (see reference section).
1) The PW system must meet or exceed the CAP Type II (Resistivity: 2 MOhm/cm @ 25 C): College of American Pathologists Standards.
2) The UPW system must meet or exceed Electronic Type E-1 (Resistivity 18.1 MOhm/cm @ 25 C, without dissolved oxygen requirements): ASTM D-5127 standard.
4. Requirements:
The contractor shall:
1) Provide monthly, semi-annual, and annual PW system preventive maintenance including visual inspection and service as follows in sections 5a, 6, 8, and 10:
2) Provide monthly, semi-annual, and annual UPW system preventive maintenance including visual inspection and service as follows in sections 5b, 7, 9, and 11:
PAGE 10 OF 95 SB134117RP0041

6. Scope of Work:
a. PW Monthly Maintenance:
1) Visually inspect, service, and maintain the PW system to include the subsystem components, which shall be completed no later than the first full week of each month.
a.1.a) The PW system must generate 14 gpm of purified water that meets or exceeds the CAP Type II (Resistivity: 2 MOhm/cm @ 25 C): College of American Pathologists Standards. The maintenance of these systems shall be based on the ASTM D5127-13 “Standard Guide for Ultra-Pure Water Used in the Electronics and Semiconductor Industries”.
a.2) For each listed subsystem components identified in Section 5a of this PWS, the contractor shall:
a.2.a) Inspect all serviceable components within the system as defined in the owner’s manual.
a.2.b) Visually inspect control valves and seals for signs of moisture and leaks and if present, repair the system to the ASTM D5127-13 standard.
PAGE 12 OF 95 SB134117RP0041
a.2.c) If any of the above, sensors, or readout electronics for required measurements are not in compliance with the manufacture’s recommended values, the contractor shall notify the COR and provide an estimate for the repair which will bring the system into compliance with the manufactures standard, ASTM D5127-13 standard, and the methods and requirements of Submittal Section 15485 (see reference section). All repairs or replacement of items shall be authorized by the Contracting Officer. Any repair or replacement work not authorized by the Contracting Officer is at the risk and expense of the contractor.
